Decentralization of political power and administrative decision-makingduring the last three presidential administrations (19822000)has recast federalism in Mexico and sharply altered intergovernmentalrelations between the levels of government and between the principalbranches. Although decentralization cannot be equated conceptuallywith federalism, their relationship is extremely tight in Mexico.The shift toward a more decentralized regime is an outcome offederal government policies and political liberalization. Politicalpluralism and the demise of centralism were further intensifiedby the 1997 midterm elections. The Philippine state has popularized the idea of Filipino migrants as the country's 'new national heroes', critically transforming notions of Filipino citizenship and citizenship struggles. As 'new national heroes', migrant workers are extended particular kinds of economic and welfare rights while they are abroad even as they are obligated to perform particular kinds of duties to their home state. The author suggests that this transnationalized citizenship, and the obligations attached to it, becomes a mode by which the Philippine state ultimately disciplines Filipino migrant labor as flexible labor. However, as citizenship is extended to Filipinos beyond the borders of the Philippines, the globalization of citizenship rights has enabled migrants to make various kinds of claims on the Philippine state. Indeed, these new transnational political struggles have given rise not only to migrants' demands for rights, but to alternative nationalisms and novel notions of citizenship that challenge the Philippine state's role in the export and commodification of migrant workers. 相似文献

In recent years, decentralization has become quite common in developing countries. The essence of decentralization is that it does not occur in general but rather in a particular context, so that decentralization takes many different forms in different countries at different times. Comparative analysis is often illuminating and the article uses it to cast some light on the current moves towards decentralization in the Philippines. Section 2 provides a quantitative overview of the relationship between decentralization and poverty across a number of Asian and Latin American countries. Section 3 discusses key aspects of the relationship between decentralization and poverty alleviation in the Philippines, drawing on a number of decentralization experiences in countries such as Argentina, Chile, Colombia, Indonesia and Vietnam. Section 3.1 focuses on local capacity and Section 3.2 on local financial resources, in particular the role of fiscal transfers. Section 3.3 examines the effects of different approaches to decentralization on the targeting and delivery of poverty‐related services—health, primary education, housing and infrastructure. The racial disparity in the American juvenile justice system impacts the lives of many youth of color. Youth of color constitute 34% of the U.S. population, however, they make up 62% of the youth charged in the juvenile justice system. The cycle of racial inequality and imprisonment are factors influenced by residential segregation and policing practices. Juvenile justice involvement leads to poorer physical and mental health in youth, stymied social outcomes, poorer familial relationships, decreased graduation and employment rates, increased rates in violence, and long-term negative future outcomes. The article advocates for mental health treatment and family services to be incorporated within incarcerated settings. Clinical strategies and future direction are discussed to begin to combat these various adverse impacts. 相似文献

The present study explored the effects of MMPI response sets on relatonships between crime and personality in self-report studies. The MMPI-168 and a 21-item delinquent behavior questionnaire were administered to 1680 high school students. The Psychopathic Deviate, Schizophrenia, and Hypomania scales of the MMPI-168 were correlated with delinquent behaviors, with and without control for the L, F, and K scales of the MMPI-168, considered separately and simultaneously. Controlling for F eliminated some relationships and significantly diminished the magnitude of others, while control for L and K had no significant effect. The current study presents a preliminary evaluation of a Spanish adaptation of an implicit analog procedure, the Parent–child Aggression Acceptability Movie task (Spanish Parent-CAAM). Based on Social Information Processing theory, Spanish Parent-CAAM scores were expected to relate to self-reported PCA attitudes, negative child attributions, and child abuse risk in Spanish students; 245 undergraduates in Spain completed the Spanish Parent-CAAM along with self-report measures of PCA attitudes, negative children attributions, inclination to punish misbehavior, and child abuse risk. Findings indicate Spanish Parent-CAAM scores were significantly related to explicit measures of PCA, attributions of intentional child misbehavior, propensity to punish such misbehavior, and increased child abuse potential. Incarcerated pregnant women are nearly immediately separated from their babies after birth, which means they are forced to appoint a caregiver for their babies for the duration of their imprisonment. Little information is known about the caregiving plans of these women. Drawing on in-depth interviews with 35 women who were once pregnant and incarcerated in prisons across the United States, this research explores the ways in which these women construct and account for how they appointed caregivers. The narratives reveal how the women experienced stigma not only for being pregnant outside the societal boundaries that govern pregnancy but also over their placement plans. 相似文献
