Asian values revisited

  With Asia's economy still booming in the second half of the 1990's “Asian values” were announced by some politicians (Lee Kuan Yew, Mahatir, Ishihara, Mahbubani etc.) and contrasted with “Western values”. Soon a controversial debate within Asia ensued (Kim, Fidel Ramos ea..), into which also the western democracies joined. The “West” however reacted rather defensively to the new assertiveness of some Asian statesmen, inspite of the fact that the authors of this debate put into question the western dominance in global value setting which has been in existence since the French revolution. But has this debate withstood the test of time, the challenges posed by the recession in Asia and by the ever increasing globalization? Hardly. The crisis has destroyed the notion that “Asian values” had been the main cause and guarantor of Asia's exorbitant growth rates. While in the West Christianity forms the essential basics of culture, in Asia there is a multitude of coexisting - and frequently confronting world religions. There is no other continent which in cultural and political terms is so contradictory and potentially conflict ridden like Asia. “Asianism” as a concept was surely also intended as an instrument to integrate multiethnic Asian societies with weak internal cohesion. At the same time it served to neutralize the human rights issue. In the meantime the debate has become quieter and more dispassionate. In the developed West the notion gained acceptance to abandon “Eurocentrism”. At the same time there is recognition that “Asian values” are not exclusive. Also in Europe the family plays a special role. A debate on values is needed for societal integration – also in the “West” which should become more aware of the need to reassert the origins of its own spiritual foundations. Following September 11th the west is well advised to continue the dialogue on values with Asia. Toxicologic findings in the USS Iowa disaster.

The toxicologic results from the 47 victims of the explosion on the USS Iowa are presented. Good correlation between carboxyhemoglobin saturations and cause of death was found. There were no correlations between blood cyanide concentrations and causes of death. Volatile analysis suggested postmortem ethanol production rather than antemortem ethanol ingestion. No drugs except nicotine were detected in any of the victims.     

Impact of tropical conditions on thin layer chromatography in analytical toxicology: high temperatures and moderate humidities.

The impact of high temperatures (24 to 39 degrees C) and low to moderately high humidities (20 to 70%) on the applicability of TLC systems for drug identification was studied during a 6 month climatologic cycle in Burkina Faso (West Africa). In general, the Rf values as observed on the plates were found to be substantially affected as compared with values obtained at temperate climates. Some TLC systems were more affected than others and the largest deviations of up to 30 Rf units were at low humidities. Tropical conditions also had a negative effect on the reproducibility of Rf values. However, when an Rf-correction procedure was applied, using reference mixtures of known drugs on each plate, accuracy as well as reproducibility of the resulting Rfc values were drastically improved and data thus corrected were found to be compatible with existing TLC data bases developed under moderate climatological conditions. The impact of high to extremely high humidities (70 to 100%) remains to be investigated.     

Crime Victimization: Assessing Differences Between Violent and Nonviolent Experiences

Experiencing a criminal victimization is among one of the most stressful human experiences. A cross-sectional study of victims of violent crime and victims of nonviolent crime suggests that there are statistically significant differences in experiences in the initial aftermath of the crime event and a few common effects. This article describes the common effects that are associated with criminal victimization in the context of intense distress and discusses the theoretical implications of well-being in the coping process. One hundred seventy-five victims of violent or nonviolent crime were interviewed. Implications for social work practice and theory and future research are delineated.     

Reducing lockup crowding with expedited initial processing of minor offenders

This article assesses the effects of one jurisdiction's attempt to control its lockup population through creation of a separate processing center designed to expedite initial processing of individuals charged with misdemeanors and minor felonies. In the new center, cases were screened and initial hearings held around-the-clock, seven days per week. “Before” and “after” samples of arrestees are compared on prosecutorial screening time, time to court, and time in custody. The results show significant reductions in case screening and length of time to initial court hearing. Individuals released on recognizance and those with no charges filed spent significantly less time in custody and saved considerable bed space for the jurisdiction. Individuals with bond set experienced no reductions in length of custody. Collateral consequences of the new facility included improved procedural justice, expanded detention capacity in the county, and an end to part of the federal litigation.     

The use of the laser for determining the direction of the shots and the position of the victim's body in gunshot wounds

In this article a practical case is described when gunshot directions and position of a victim's body at the moment of each shot were determined by natural simulation using an LG-78 laser (made in the form of a gun).     

Dirty tricks of cross-examination

A mock jury study was conducted to test the hypothesis that perceptions of a witness can be biased by presumptuous cross-examination questions. A total of 105 subjects read a rape trial in which the cross-examiner asked a question that implied something negative about the reputation of either the victim or an expert. Within each condition, the question was met with either a denial, an admission, or an objection from the witness's attorney. Results indicated that although ratings of the victim's credibility were not affected by the presumptuous question, the expert's credibility was significantly diminished—even when the question had elicited a denial or a sustained objection. Conceptual and practical implications of these findings are discussed.This research was supported by funds provided to the first author by the Bronfman Science Center.     

Traffic accidents and drivers suspected for drug influence

All records from the Danish Medicolegal Council concerning drivers suspected for drug influences were examined for the 5 year period 1981-1985. 461 records were included, 62 women and 399 men. In 250 cases drugs from more than one of ten groups had been taken thus making 786 combinations of drug/driving. The major drug group was benzodiazepines, accounting for 65% of all drug intake. Opioids also contributed substantially, found in 38% of the cases. A traffic accident had occurred in 180 (39%) of the records. Drivers who had been taking antidepressives were involved in an accident in 67%, significantly above the mean. For benzodiazepines, the corresponding percentage was 43%, while for opioids it was only 23%, significantly below the mean. This striking difference has been demonstrated in most of the studies concerning drugs in traffic. It may support the hypothesis that opioids do not necessarily make driving dangerous, as do antidepressives, barbiturates and especially benzodiazepines.
