A number of factors cause individuals to use diverse strategies to solve problems. This paper presents a methodology for examining these differences in strategy. Verbal protocols are elicited to collect data on the cognitive processes occurring during problem solving. These data, codified into propositional representations, and non-parametric statistical comparisons are then used to evaluate the significance of strategy differences. These strategies are then mapped with dynamical graphs, with which we examine the task-independent and the task-specific cognitive representations the participants used. As an illustrative example we apply this methodology to study the influence of two contributing factors, professional training and national culture, on the strategies adopted by professionals to solve a complex and ill-structured problem (hunger in a country). The problem-solving strategies of professionals from different countries and trained in architecture, engineering, law or medicine are analyzed to show some intriguing differences in the general strategies adopted by individuals belonging to different professions, and the outcomes from using these strategies.  相似文献

In recent years, Botswana's international reputation as a nation with sound development management has been slightly tarnished and the country's government has become increasingly concerned about the declining performance of its development management machinery. This concern of the government has been translated into a series of reform measures designed to bring about rapid change. This article discusses and analyses those reform measures and their potential impact on the development management process in Botswana. It was determined that the reform measures were, for the most part, carefully crafted and are being purposefully implemented, showing the nation, once again, to be one with good governance.  相似文献

How do citizens respond to dramatic uses of military force? While we know a great deal about the conditions that driveaggregate changes in presidential popularity in response to a president's use of military force, we know surprisingly little about howindividuals respond to such events. What types of individuals operating under what types of conditions are more likely to support such actions? And to what extent does approval of the use of force affect subsequent changes, not only in presidential popularity, but also in more general foreign policy attitudes? We use panel survey data collected before and after the U.S. bombing of Libya in 1986 to investigate the individual-level dynamics of opinion change in response to this dramatic event. Because our study neatly brackets the Libyan air strikes, we are able to examine in some detail the antecedents and consequences of individuals' reactions to a president's use of military force. We find that watching President Reagan's dramatic televised speech had an unmistakable impact in moving respondents to support the bombing. We also find that support for the Libyan air strikes appeared to precipitate greater approval for a range of more “hard-line” military responses toward terrorism, thus creating opportunities for similar-or even broader—presidential initiatives in the future. Finally, because the bombing was the only significant event occurring between the waves of the panel, our quasi-experimental design ties approval of the bombing clearly to an upsurge in presidential approval. Implications for various perspectives on presidential leadership of public opinion in foreign affairs are discussed.  相似文献

Over the next decade, the demographic and economic characteristics of countries to which the United States government provides technical and financial assistance for economic development will change substantially. Rapid urban population growth, the expanding role of cities and towns in national economies, continued migration of population from rural to urban areas, explosive growth in the size of the labor force, and shifts in the occupations of the labor force from agriculture to manufacturing and ser- vices will require a reorientation of American development assistance. Yet, program objectives and budget allocations of the U.S. foreign aid program fail to reflect these changes in the characteristics of its clientele. The US. Agency for International Development lacks an overt strategy for coping with urbanization in developing nations. Without an urban strategy, the American foreign aid program is likely to incur increasing opportunity costs and fail to address critical problems arising from fundamental shifts in the economic and social structure of developing countries.  相似文献

A panel design with approximately 300 adolescents was employed to investigate the relationship between parental rejection and delinquency. Previous studies have failed to control for potentially confounding family factors and have ignored the possibility that the causal priority is from delinquency to parental rejection, rather than the reverse. Parental rejection continued to show a moderate association with delinquency after relevant controls were introduced. The results were the same across sexes. LISREL was employed to estimate the parameters of the reciprocal relationship between parental rejection and delinquency. In 1985 state supreme courts issued the largest number of decisionsto date in which protections of individual rights were basedupon provisions of state constitutions. With increasing frequency,state high courts have held that certain constitutional minimumsof rights protection set by U.S. Supreme Court interpretationsof the U.S. Constitution do not satisfy more demanding preceptsof state constitutional law. Although much of this activityremains reactive rather than systematic, there has been a slightmove toward greater systematic analysis. Furthermore, statecourt decisionmaking can be understood in terms of five modelsthat reflect judicial perceptions of varying degrees of equivalenceor nonequivalence between rights provisions in the U.S. Constitutionand state constitutions. At the same time, however, the U.S.Supreme Court has clearly indicated an interest in monitoringthe individual rights decisions of state high courts, whilelower federal courts have begun to place greater reliance onstate constitutional law to preclude U.S. Supreme Court review.  相似文献

In 1985, state courts of last resort issued more decisions thanin any year since 1950 in which they extended rights protectionsto individuals beyond those recognized by the U.S. Supreme Courtby basing rights protections solely or independently upon stateconstitutional grounds. A survey of state high court judgesand justices reported here indicates that there has been a nationwideincrease in the number of individual rights cases litigatedunder state constitutions since 1980. Significant-to-moderateincreases, however, were more likely to be reported by justicesfrom the Northeast and West, from states having a moralisticpolitical culture, and from courts whose members are appointedby the governor and/or legislature. State constitutional rightsclaims are more likely to be raised in criminal than noncriminalcases, though in both types of cases and in most states, stateconstitutional rights claims are raised less frequently thanfederal constitutional rights claims. Majorities of judges andjustices favor the ideas of teaching state constitutional lawin law schools and of testing for knowledge of state constitutionallaw on bar examinations.  相似文献

A model that incorporates both socioenvironmental and psychological factors was developed in an attempt to explain adolescent suicide ideation. A sample of 407 high school students was used to test the model. Most of the previous research on the causes of adolescent suicidal behavior has not used multivariate data analysis techniques and has failed to explore sex differences. Results of the present study suggest that these are important omissions. Although significant at the zero-order level, factors such as self-esteem and interpersonal problems at school were not related to suicide ideation when the effects of the other explanatory variables were controlled. The incidence of suicide ideation was higher for females. Emotional problems and involvement in delinquent behavior were important predictors of ideation for females, while employment problems were the most potent predictor for males.Received his Ph.D. from Florida State University.
