Citizen Voice and Public Entrepreneurship: The Organizational Dynamic of a Complex Metropolitan County

Recent empirical research points toward a reassessment of theeffects of complex patterns of local government in metropolitanareas. As research increasingly discloses positive relationshipsbetween (1) indicators of jurisdictional fragmentation and complexityand (2) indicators of efficiency in service provision and production,it becomes more important to explain, in a functional sense,how a complex metropolitan order is able to produce relativelygood results. This article first considers two broad approachesto understanding metropolitan complexity—exit and voice—andargues that citizen voice must be the principal mechanism ofcomplex metropolitan governance A case study of St. Louis County,Missouri, is then used to explore the various processes by whichcitizen voice may contribute to the organization and governanceof a metropolitan county. Citizen voice is linked to publicentrepreneurship and, thereby, to various efficiency-inducingproperties that emerge within a complex metropolitan order.     

Technology transfer in supplier-development programs

OEM (large firm) supplier-development programs have expanded from a quality focus to include more technologically sophisticated issues. The quality issues now require the supplier to supply functional sub-assemblies as well as discrete parts and to insure the capability of second- and third-tier vendors. In addition, the supplier must be prepared to participate in the design of a new product in a timely fashion in the case where the supplier may possess core manufacturing technologies that the OEM needs to complete the design cycle. The Northeast Manufacturing Technology Center (NEMTC) is developing a multistage evaluation and assessment process that will allow a small manufacturer to measure its business and technical capabilities against accepted benchmarks (such as ISO 9000). This development is being funded by a grant from the State of New York. Coincidentally, NEMTC is working with 31 OEMs to match their supplierassessment programs to the same benchmarks. This will allow the OEM and the small manufacturer to determine their compatibility. The program will be coupled with a support program that will bring the small manufacturer up to the desired performance level through the transfer of the appropriate technologies. It will allow NEMTC to target its program to small manufacturers with the potential to become vendors to OEMs. The center is supported by the National Institute of Standards and Technology.     

The policy sciences as science

The preceding evaluation of the policy sciences by Schneider, Stevens, and Tornatzky is based on a rather narrow conception of science that emphasizes quantitative and rigorous methods. It overlooks the limitations of such methods, as revealed by the results of applications, and certain adjustments to these limitations. The latter include the adoption of more modest but realizable aspirations and the synthesis of diverse methods-qualitative as well as quantitative, exploratory as well as confirmatory. It also overlooks differences and trends in epistemological preconceptions that underlie the conduct of research and the interpretation of research results. This article reviews the relevant literature in the hope that it might eventually contribute to more enlightened evaluations of the emerging discipline.     

Rights for the nazis,communists and ku klux klan: An empirical analysis of student perceptions

This article presents an empirical study which examines the willingness of students on a Southern campus to extend First Amendment rights to members of the Communist Workers Party, the American Nazi Party, and the Ku Klux Klan. The rights under study include the freedom of the press, freedom of speach, freedom to assemble and march, and freedom to run for public office. The rights were first examined as abstract principles available to everyone, and then as rights available to groups whose philosophies the students might oppose. A variety of situations were examined on a 68-item questionnaire.

Socially constructing an image in the automobile industry

Due to its large-scale, often unrecognized effects, corporate deviance in America is a societal concern that demands further attention. The present research provides deeper insight into the area, with the hope of furthering our knowledge and ultimately reducing the problem. Among the measurements presented are: 1) the corporate image socially constructed by General Motors (GM); 2) the “safety” of GM vehicles; and 3) GM's constructed safety-related image compared against its actual performance. GM's image was measured through a content analysis of Newsweek and Motor Trend magazines, while GM's safety-related performance was measured using various vehicle crash test data. Through advertising and marketing strategies, the auto industry has approached the general public with an alleged commitment to automotive safety. The present research tested those commitments, and although determinations of guilt are beyond the scope of the present research (for reasons discussed in the text), several conclusions regarding involvement in corporate deviance are provided. Those conclusions are discussed in the context of how they relate to crime and the societal implications they present. Suggestions for future research are presented.
