Relationship of inmate educational levels to citizen educational levels

This study compares the educational levels of adult felony inmates over the age of 20 with the educational levels of citizens over 20. It was found that the average inmate comes from lower educational levels than does the average citizen.

Regionalized personnel development for criminal justice employees

The Dayton/Montgomery County Criminal Justice Center is a first attempt at systematic personnel development for an entire criminal justice system on a regional level. Through its work in training and education, communications, career pathing and development, and system change, the Center has promoted the idea of an improved, symbiotic relatioship among the major branches of the criminal justice system, and has acted as a catalyst for needed systemic change.     

Self-reports of Police Speeding Stops by Race: Results from the North Carolina Reverse Record Check Survey

Survey reports of police stops and driving behavior are a potential methodology for examining the magnitude and prevalence of the “Driving While Black” phenomena. However, estimates of the magnitude or correlates of racial disparity in police stops from self-reported survey data are potentially compromised if the accuracy of self-reports of police stops and driving behavior differ by race. We report on the results of a reverse record check survey in which we directly assess the degree and consequences of differences by race in self-reports of police stops. In our sample of drivers who had been cited for speeding in the preceding year, we found that 77% of the White respondents and 71% of the African American respondents admitted to being stopped. While both groups underreport stops, African Americans do so at a higher rate. This finding is consistent with many past studies which report stronger social desirability effects on survey responses among African Americans. Thus, survey data will tend to underestimate the magnitude of the “Driving While Black” phenomena.

Allies and Other Strangers: European Integration and the American “Empire by Invitation”

Current tensions between the United States and Europe have raised questions about the future of the transatlantic relationship, though historical analysis suggests that the good old days were not perfect either. This article considers the history of U.S.-European relations and concludes that they have always been complex, as neither Americans nor Europeans have been sure how an integrated Europe would fit into an Atlantic partnership. It concludes that the future of the West depends on Europeans’ developing on their own a clearer vision of the concrete shape and international role of the eu.     

Self-regulation in optometry

This study provides an empirical analysis of the effects of advertising and commercial practice on the price and quality of optometrists' services. Data were collected by actually purchasing eye examinations and eyeglasses from optometrists in cities with and without restrictions on advertising and commercial practice. Analysis of the data supports the view that advertising and commercial practice lower prices but do not lower the quality of professional care available in the market. The implications of these findings are discussed.     

Case-wise policy analysis: Another look at the burden of high energy costs

Variable-wise analysis operates on columns of a typical data matrix, while case-wise analysis operates on rows. In the latter, each observation is construed in the context of all other observations on the same case, and the analysis is biased toward the definition of ideal types. This article explores the potential of case-wise policy analysis using survey data on the burden of high energy costs at the household level. The case-wise and variable-wise alternatives are associated with different policy goals and result in quite different priorities for allocating public assistance to households most in need. The article concludes with a discussion of reasons for institutionalizing the case-wise alternative through periodic data collection and reporting systems.     

The road to accreditation

The formation and initial efforts of the Academy of Criminal Justice Sciences Accreditation and Standards Committee are described. The rationale for the accreditation guidelines adopted by the Academy is explained. Further efforts of the Committee to achieve the goal of the designation of the Academy as the accreditation agency for postsecondary criminal justice education programs are set forth.     

Competency-based education: An alternative for criminal justice education?

Over the last several years, criminal justice education In the United States has increased dramatically. Much of this growth has been in response to the needs of an evolving criminal justice field. However, there is some concern among professionals that the criminal justice system needs to be impacted more directly, and that institutions of higher learning need to be impetus for this change. To complete this task, curricula in higher education programs need to become more relevant to the needs of the system, while not ignoring the student of the educational system. This article examines the use of competency-based education (CBE) as a model that will serve the criminal justice student of today and the criminal justice system of tomorrow.
