The Nocturnal Ovipositing Behavior of Carrion Flies in Cincinnati, Ohio

Abstract:  The behavioral patterns of nocturnal oviposition represent a window of time that potentially has a large impact on postmortem interval estimations. We investigated the behavioral patterns of carrion flies at night by exposing euthanized rats between sunset and sunrise to see if carrion flies oviposited upon the carrion over two consecutive summers. We investigated urban and rural locations, in both lit and unlit conditions with n  = 125. We found that nocturnal ovipositing did not occur in the Cincinnati metropolitan area. We conclude that nocturnal oviposition is an unlikely event in the Cincinnati metropolitan area.     

A Systems Approach to Performance-Based Management: The National Drug Control Strategy

Government agencies are encouraged to adopt business practices to improve program performance. But there are significant differences between the private and public sectors, both in the nature of the commodities offered and the way people in decision-making roles maximize utility. These differences are likely to affect the success of such endeavors. We examine efforts by the Office of National Drug Control Policy to develop a National Drug Control Strategy. A theoretical model of performance-based management is developed within this context that allows us to identify tensions that are inherent in any system of this kind. Some basic methods for reducing tension are then discussed. Given the generality of the model, it is possible the observations offered here are relevant to other policy problems requiring multi-agency coordination.

Law School Instruction in Professional Responsibility: A Curricular Paradox

Legal ethics has recently become the focus of professional and public concern. One aspect of that concern has to do with the education and socialization of law students in professional responsibility. This study, using data from a sample of law students in diverse school settings, examines the influence of prevailing learning norms in legal education on student responses to courses in professional responsibility. The author also reviews the bases of ambiguous sentiments about the role of education in professional ethics and concludes with a discussion of the difficulties and dilemmas involved in attempts to alter the established mode of instruction.
