Restorative justice has become an increasingly popular alternative to traditional applications of criminal justice. The emphasis on victim needs and the personalizing of conflict resolution offers an attractive choice for those dissatisfied with the adversarial, impersonal, and retributive focus of the present criminal justice system. Many evaluations of restorative justice programs, especially those with a diversion goal, have rarely controlled for the possibility of net widening and the influence of offender risk on recidivism. This evaluation examined a prison diversion program that followed restorative justice principles. Using a matched comparison group and controlling for offender risk, the program demonstrated a diversion effect and a significant reduction in offender recidivism. The results are encouraging for jurisdictions experimenting with this new approach to justice and seeking a more integrated role for victims in criminal justice processing. 相似文献

The ideal and actual characteristics of specialist search dogs have been examined in questionnaire surveys of 244 dog handlers and trainers from the six main UK dog-using Government agencies. The ten most important characteristics were (ideal level in brackets): acuity of sense of smell (very high), incentive to find an object which is out of sight (very high), health (very high), tendency to hunt by smell alone (very high), stamina (very high), ability to learn from being rewarded (very high), tendency to be distracted when searching (very low); agility (high), consistency of behaviour from day to day (high), motivation to chase an object (high). Significant differences between actual and ideal levels were found for 22 of the 30 characteristics, predominantly in undesirable attributes, suggesting that there is scope for significant improvement in operational effectiveness. 相似文献

On 7 June 2018, the UK Supreme Court held that the Northern Ireland Human Rights Commission (NIHRC) did not have standing under the Northern Ireland Act 1998 (NIA) and Human Rights Act 1998 (HRA) to challenge the legality of abortion law in Northern Ireland. This case note argues that while a literal reading of the NIA exposes its inconsistencies, a purposive reading of both the NIA and HRA indicates that the NIHRC should have had standing. The note seeks to highlight the unique democratic function of the NIHRC in a consociational setting in protecting rights that are not represented along ethno‐national lines. It also considers the negative ramifications that the judgment will have on women who have been victims of the legislative regime and seek to challenge the compatibility of Northern Irish abortion law with the HRA in the future. 相似文献

This article explores a sociological account of practical wisdom in public administrations. Very little research on contemporary applications of wisdom exists, and what research there is has a cognitive bias, largely ignoring sociology. For public organizations to create the conditions for wise practice within themselves and within individual administrators, an understanding of the social relational structures and processes that build and sustain practical wisdom is crucial. Furthermore, given that there is an aesthetic dimension to practical wisdom, an aesthetics-based approach to sociology of organizational wisdom provides a useful starting point in this sociological project. Aesthetics raises important issues of communicative action and discourse that address social relations and their structures and processes. Finally, a research agenda that explores these structural and processual issues in public administration is canvassed. 相似文献

Women are invisible in mainstream analyses of the Northern Irish conflict. The prodigious literature is uninformed by gender
analysis. These absences have discursive and material implications for tackling women’s inequality in a society in transition
from armed conflict. Feminist intersectional theory counters and complicates essentialist constructions of identity. It aids
understanding of the Northern Irish context by bringing into view issues of gender, sect and class. The tentative intersectional
theoretical framework developed in this article is tested in an empirical study of women’s poverty. This supports the argument
that intersectional analysis is required if the policy approach to women’s equality in Northern Ireland is to benefit the
most marginalised women and thereby improve the prospects of building a more stable and peaceable society. 相似文献
