Population data on 11 Y-chromosome STRs from Guiné-Bissau

The forensic value of Y-STR markers in Guiné-Bissau was accessed by typing of 215 males. Allele and haplotype frequencies, determined for loci DYS19, DYS389-I, DYS389-II, DYS390, DYS391, DYS392, DYS393, DYS437, DYS438, DYS439 and the duplicated locus DYS385, are within the limits of variation found in other populations south of the Sahara. The level of discrimination achieved is Guineans is higher than for European or other African populations with comparable data. The haplotype diversity of 0.9995 is reduced to 0.9981 when the minimal haplotype is considered thus revealing the importance of increasing the number of typed loci.     

Die demokratische Differenz zwischen besitzindividualistischen und kommunitären Eigentumsgesellschaften

Ownership is a central institution of modern societies, underlying the latter’s differentiation into different functional spheres. The article attempts to systematically assess the consequences of this institution for the political relationship to the world as well as for the character of democratic action. It asks which type of ownership is more, and which is less conducive to the democratization of the political community. It is argued that the increasingly frequent crises of contemporary democracies that can be noticed can neither be understood nor remedied without considering the conflictual influence exerted on the political process by possessive individualist ownership societies. This is because the latter, by inducing indifference and patterns of antagonistic domination, tend to undermine the conditions for democratic interaction. As an alternative, the article outlines the contours of a communitarian ownership society based on economic ownership where ownership is understood as a relationship of caring self-efficacy – thus only allowing democracies to live up to their own ambitions.     

Social(ist) engineering. Taming the devils of the Polish Bieszczady

This article explores the background of social engineering in the Bieszczady in the 1950s and 1960s, when a revolutionary political leadership ventured to impose a new socialist order in an area ravaged by war and ethnic cleansing. The article addresses two questions: first, what were the conditions that resulted in the failure of socialist engineering in the Bieszczady, and second, what were the consequences of this failure for relationships at the local level? One thesis put forward is that the relative weakness of the Polish state vis-à-vis the local setting left plenty of room for local residents to develop a dynamic social order of their own.     

The EU in Somalia: Furthering Peacemaking and Reconciliation

Since the Transitional Federal Institutions were established after the 2002 Nairobi Conference, the situation in Somalia has seen two drastic about-turns – in opposite directions. In June 2006, starting out from Mogadishu, the Islamic Courts rapidly extended their control over most of south-central Somalia. Now, after the Ethiopean military intervention, the Transitional Government is trying to establish itself in the capital and to effectively exercise its formal authority for the first time. But the military defeat of the Courts has not solved the problems that initially made their success possible. Only reconciliation can create real stability and the European Union can contribute to achieving this. A peaceful and stable Horn of Africa is in the EU's interest, given the risks of it becoming a breeding ground for Al Qaeda-like organisations and a source of immigration. Somalia could also become a test case for solving the problems of a failed state by peaceful means, and an example of the EU's willingness and ability to have an effective dialogue with the Islamic world. Success in Somalia would strengthen the EU as a regional player with Arab and Muslim countries.

Trust,vulnerable populations,and genetic data sharing

Recent policies and proposed regulations, including the Notice of Proposed Rulemaking for the Common Rule and the 2014 NIH Genetic Data Sharing Policy, seek to improve research subject protections. Protections for subjects whose genetic data is shared are critical to reduce risks such as loss of confidentiality, stigma, and discrimination. In the article ‘It depends whose data are being shared: considerations for genomic data sharing policies’, Robinson et al. provide a response to our article, ‘The Growth and Gaps of Genetic Data Sharing Policies’. Robinson et al. highlight the importance of individual and group preferences. In this article, we extend the conversation on models for improving protections which will mitigate consequences for individuals and groups that are vulnerable to stigma and discrimination.
