Financial stringency has been an increasing concern in the higher education sector, especially in the aftermath of the financial crisis. As a result, public higher education institutions have been under increasing pressure to diversify their funding sources through tuition fees and other nonpublic revenues. This article reflects on the institutional impact of those changes by analyzing a panel of 30 higher education institutions from the Portuguese public university and polytechnic sectors for the period between 2003 and 2009. The authors explore the relevance of institutional characteristics such as enrollments in undergraduate and postgraduate programs, the qualifications of academic staff, and the regional environment where institutions are located. Results suggest that certain institutional characteristics related to mission differentiation and the path of development of binary systems are important determinants of higher education institutions’ ability to earn income from tuition fees and other nonpublic sources.  相似文献

Abstract

This article discusses the basic patterns of voting behaviour in the most recent elections in Portugal. These elections were fought under one of the most profound economic crises in the country's four decades of democracy, after a bailout agreement with the EU and the IMF, and under an unusually high level of campaign polarization around the issues of economic austerity and liberalization. First, the article examines whether this context ended up being favourable to “performance” voting or, instead, to an enhanced importance of position issues, particularly those related to the role of the state in the economy and welfare provision. Second, it examines how the context of the Great Recession and the European sovereign debt crisis created opportunities for incumbents to use blame-shifting and blame-sharing strategies, and the extent to which voters' ambivalence about who to hold responsible for the sorry state of the economy was consequential for vote choices, either by directly affecting them or by moderating the relationship between economic perceptions and the vote.  相似文献

Latin American evangelicals have become a common presence in legislative politics. Brazil exemplifies the potential clout of evangelical legislators and a troubling tendency toward political corruption. This article explains the quality of evangelical interest representation by focusing on church organization and theology, arguing that evangelicals approach electoral politics via three different modes: rejection; participation as individual, politically engaged believers; and engagement as church corporate project. While individual participation is unrelated to political corruption, the corporate model fosters machine politics, characterized in Brazil by resource‐based politics, narrow voter bases, and frequent party switching. We link these characteristics to evangelical involvement in two corruption scandals that occurred during the administration of President Lula da Silva. The analysis shows the central role of evangelical organization and theology in shaping interest representation and suggests future duplication of the church‐as‐political‐machine model, particularly where the “Prosperity Theology” variant of pentecostalism is strong.  相似文献

The main aim of the present study was to examine the psychometric properties of the Basic Empathy Scale (BES) and of its adapted short version among a forensic sample of incarcerated male juvenile offenders (N = 221). The Portuguese validations of the BES and its adapted short version demonstrated good psychometric properties, namely in terms of the two-factor structure, internal consistency, convergent validity, discriminant validity, and concurrent validity that generally justifies its use among this population. Statistically significant associations were found with callous–unemotional traits and social anxiety. Findings are discussed in terms of the use of the BES and its adapted short version with juvenile offenders.  相似文献

In order to explore how the extent of commercialization changes over time, longitudinal surveys were conducted by telephoning several sets of awardees in the Small Business Innovation Research (SBIR) program. A model was formulated that predicts how the distribution of SBIR projects among five commercialisation levels changes from one year to the next. It was found that the distribution in any given year is dependent on the distribution in the previous year only. Projections show that as many as 30% of SBIR projects may eventually achieve commercialization.  相似文献

In this article, the effectiveness of a psychological treatment program for men who are in prison for committing a serious offence of gender violence is tested. The sample consisted of 52 men who were imprisoned in eight Spanish prisons. The psychological treatment was a cognitive-behavioral program, in a group format, with 20 weekly sessions that lasted for 8 months. The results showed a significant improvement of irrational beliefs, about both women and violence, as a strategy to cope with everyday difficulties and a significant decrease of psychopathological symptomatology, anger, and hostility. On the other hand, results indicated that the only difference between the patients who dropped out of treatment and those who completed it was the level of initial motivation for treatment. Implications of this study for clinical practice and future research in this field are discussed.  相似文献

The current study compares the demographic and psychopathological characteristics of 54 men, who were in prison because of a serious offence of violence against women, and of 42 men, who belonged to a program of community treatment for violence against women in the home. There were no significant differences in demographic variables between the two samples. However, from a psychopathological point of view, psychiatric antecedents and current emotional instability were much more frequent and severe in aggressors within the community. Therefore, two possible differential profiles among the violent men are presented. Implications of these results for further research and clinical practice are commented on.  相似文献

The need for restrictions on borrowing by subnational governments is a generally accepted notion that is justified both by public choice theory and by the fact that such restrictions are in force in the majority of decentralized countries. Furthermore, recent breaches of the Stability and Growth Pact of the European Union have led to the introduction of legislative tools aimed at balancing the budget at all levels of government have come to the forefront of interest in European public finance research. This paper is concerned with the financial situation and debt level of Spanish municipalities from 1988 to 2000. We have two main objectives: the first is to assess the value of mandatory limitations on municipal borrowing and past trends in the borrowing policies adopted by Spanish local authorities. The second is to develop an econometric model using panel data stratified by population size to measure indebtedness in Spanish municipalities. These measures enable us to formulate a series of hypotheses to explain municipal borrowing practices, which are then tested empirically. The evidence thus obtained appears to support the effectiveness of institutional borrowing restrictions to introduce some financial discipline in the borrowing policies adopted by local governments in Spain.  相似文献

Policymakers have for long had an ambivalent attitude towards space and have been hesitant in dealing with intra‐national models of uneven development. Issues surrounding regional development have always been tainted with ideological and political influences rather than being a purely economic consideration. This article addresses the thinking behind regional development policies and questions the role of spatial policy. It confronts this question in the South African case where local government capacity is particularly constrained and the boundaries between government tiers unclear. The first section outlines a selected critical history of the regional policy literature as it applies to South Africa. This is followed by an examination of South Africa's post‐apartheid policy of spatial development initiatives (SDIs) focusing on the most contentious of these, namely the Fish River SDI, which has been plagued by controversy. It focuses on the tensions involved in development planning between government agencies and between politicians and technocrats. It also highlights the growing schism between government and civil society with the former emphasising mega‐projects which reinforce its global competitive strategy but with limited apparent benefit to the local community. Lastly, it concludes that little effort was made to integrate the SDI into a provincial poverty strategy and argues that instead of utilising industrial decentralisation to redress inequality and poverty, a ‘first‐best’ option may be for the government to target poverty directly by investing in various forms of human capital.
