Abstract: The public sector encounters challenges in strategy formulation and implementation that are distinct from those faced by the private sector, and these include unique cycles of leadership changes, complex internal and external dynamics, and a variety of stakeholders who have diverse definitions of success and failure. To meet the contingencies generated by these factors, public bodies rely on process timelines based on the election cycle, identifying and focusing on key adversaries and supporters, ongoing communications, and utilizing the opportunities presented by real or perceived crises. In adapting to this combination of circumstances, public-sector managers can profitably draw on both deliberate planning methods and emergent strategies.  相似文献

In this paper I suggest that we might understand some features of contemporary populism by reworking the concept of ‘authoritarian populism’ first proposed by Stuart Hall in his analysis of ‘Thatcherism’. Following a brief review of my earlier analytics of ‘governing through freedom’, I suggest that while the political movements identified by the names of Trump, Wilders, Le Pen, the Austrian Freedom Party, the True Finns etc. may be ephemeral, it is worth considering whether they are beginning to articulate a new set of rationalities and technologies for governing ‘after neoliberalism’. I analyse some key elements of these movements, the new epistemologies that they employ and the ethopolitics that they espouse, and suggest that the key operative concepts may be ‘the people’, security and control. We may still be ‘birds on the wire’ as Leonard Cohen once put it, but perhaps what we are enjoined to seek in these strategies for ‘governing liberty’ is not so much freedom but security.  相似文献

Despite growing interest over the last 20 years in the position and power of the Japanese prime minister, what he does after resigning from this position has been overlooked in the extant literatures in both English and Japanese. This is unfortunate because, to paraphrase former US President Bill Clinton, as an ex-leader “you lose your power but not your influence.” This article represents the first attempt to explore what post-war Japanese prime ministers have done after stepping down and what influence they have continued to exert. It does so by providing an empirical overview of the afterlives of Japan’s 33 post-war ex-prime ministers before then discussing the benefits and shortcomings of applying the comparative, conceptual literature on the role of former leaders in Western democracies to the specific case of Japan. After providing the necessary justification, it then focuses on three detailed and illuminating case studies of Nakasone Yasuhiro, Murayama Tomiichi and Fukuda Yasuo. It argues that Japanese prime ministers continue to exert influence in several informal ways.  相似文献

This article tracks the debate about development in theory and practice, moving from the global level of the development debate to the rice fields of the Philippines. The authors offer a reframing of the development debate through the lens of ‘vulnerability’ versus ‘rootedness’ in social, environmental and economic terms. They argue that food and farming are currently at the leading edge of the development debate and of the vulnerability versus rootedness frame. They demonstrate this through their field notes from research with small-scale, rice farmers in the Philippines who have transitioned from chemical-intensive to organic production. The authors then show how their research results mesh with those of others and examine the significance of this farming ‘revolution’ for a transformation of the overall development paradigm.  相似文献
