Work Engagement in the Public Service Context: The Dual Perceptions of Job Characteristics

Interest in work engagement research has increased significantly due to its positive influence on both employee and organizational performance. Studies show how engagement is explained through job characteristics in the Job Demands-Resource model, yet a more nuanced approach has been proposed. In this qualitative study, home caregivers’ perceptions of job characteristics are investigated. Semi-structured interviews and observations reveal three main themes: Optimization, helping others, and emotional work. These show a dual perception of job characteristics consequently influencing the experienced engagement. Using Public Service Motivation literature, these dual perceptions are discussed.     

Basic problems in the theory of uneven and combined development. Part II: unevenness and political multiplicity

Where does ‘the international’ come from? What accounts for its existence as a dimension of the human world? This article attempts an answer, in three steps, using the idea of ‘uneven and combined development’ (U&CD). First, a depth model is constructed, comparing different ways of linking uneven development with international relations. Thus far, it turns out, these ways have all presupposed the fact of political multiplicity, rather than explaining it. In search of explanation, the article turns, secondly, to the compelling historical sociological argument of Barry Buzan and Richard Little. This locates the origins of geopolitics in the late prehistoric shift from hunter-gatherer to settled agricultural existence, together with associated processes of social differentiation and proto-state formation. Buzan and Little's explanation appears at first to pre-empt the need for the concept of U&CD. Yet closer inspection reveals that unevenness and combination play a key role in their empirical account without, however, being theorized. The third step of the argument therefore seeks to show how these are necessary parts of the process of social change which Buzan and Little describe. And in this way it emerges that the origins of ‘the international’ do indeed lie in the uneven and combined character of historical development.

采用免疫组织化学方法对不同日龄的长爪沙鼠颌下腺IgA的定位分布进行了研究。结果表明,长爪沙鼠的颌下腺由导管部和分泌部构成,分泌部主要由浆液腺构成,导管部包括闰管、纹管、颗粒曲管和小叶间导管等。DAB显色结果表明,IgA阳性细胞主要分布于浆液性腺泡、闰管、纹管、颗粒曲管和小叶间导管,并可分布于腺泡和腺管间结缔组织,IgA阳性产物的分布具有不均一性,无明显随年龄变化的规律性。阳性产物分布于胞质中,胞核呈阴性,对照组阴性。提示从浆细胞产生或循环而来的IgA先经结缔组织进入颌下腺组织,进而定位分布于浆液腺泡和各级导管,导管部有较多的IgA分布。

Internal or External Production and Satisfaction with the Chosen Sourcing in Danish Municipalities: Different Theoretical Explanations

Abstract

There is a large literature on both why local governments and public organisations choose internal or external production of services and what explains the performance of internal and external production. A range of different theories have been used to answer these questions. However, these studies show mixed results. In this study we investigate four theories: transaction cost economics, neoclassical economics, the resource-based view of strategy and institutional theory. Can these theories explain whether local governments choose internal or external production and can they explain the satisfaction with the internal and external production? Do the same variables explain the choice and the satisfaction? Based on a survey of four different service areas in Danish municipalities, it is shown that different theoretical variables explain the choice and satisfaction with the sourcing mode. Internal expertise is strongly related to the choice of internal or external production, whereas most transaction cost variables are unrelated to this choice. However, other variables such as supplier expertise and technological uncertainty are related to satisfaction with service production. The results corroborate the view that different variables are needed for explaining the performance of suppliers and the choice between internal and external suppliers. Furthermore, the results suggest that the study of local governments' sourcing may benefit from integrating theories focusing on internal expertise and markets. Studies may also benefit from integrating economic theories, which assume rationality, with institutional theory emphasising more unreflective and socially determined behaviour.
