Since July 2004, forensic pathology fellowships have been required to provide training in 6 general competencies: patient care, medical knowledge, practice-based learning and improvement, interpersonal and communication skills, professionalism, and systems-based practice. In anticipation of this movement, beginning in 2002 the Office of the Medical Investigator (OMI) of the state of New Mexico began incorporating specific training in the general competencies into the fellowship program. Our experience has shown that the additional instruction and evaluation have proven to be valuable in preparing fellows for a successful forensic pathology career, did not detract from the more traditional aspects of forensic pathology training, and in many instances improved our training and assessment procedures.  相似文献

This article examines Australian press coverage of the Indonesian killings of 1965–66, and considers its legacy for the historical consciousness of events in Indonesia. The Indonesian killings of 1965–66 occurred on Australia's doorstep, at a time when the Cold War dominated the front pages of Australian newspapers. By examining articles from one of Australia's leading newspapers, The Sydney Morning Herald, we show that press coverage of the killings was both limited and distorted. Comments made by correspondents reporting from Indonesia at the time suggest reasons why this was the case. In the rush to write a “first rough draft of history”, the killings in Indonesia were treated as background to the story of leadership change in Jakarta and the defeat of Communism.  相似文献

In contrast to education reform efforts that target teachers and schools, merit‐based financial aid for college increases the incentives for high school students and their families to directly affect the quality of education by investing more time and effort in schoolwork. Large‐scale merit‐based aid programs, such as Georgia's HOPE Scholarship, seek to improve education by encouraging students to meet higher standards, in this case by obtaining a 3.0 grade point average in high school and college. Since the HOPE program began in 1993, the number of high school graduates qualifying for the aid has steadily increased to more than 38,000 graduates in the class of 1998, or 59.5 percent of the graduating class. At the same time, the relationship between grades and achievement has remained consistent or, in some cases, improved since HOPE began. In fact, African–American males and females with a 3.1 high school core course grade point average have increased their average Scholastic Assessment Test (SAT) scores by more than 20 points. This indicates that merit‐based aid has improved the quality of K–12 education in Georgia and reduced racial performance disparities by motivating students and their families to commit greater effort to schooling. © 2002 by the Association for Public Policy Analysis and Management.  相似文献

Public service organizations are looking for ways to improve the evaluation of performance and resource allocation. One of the approaches is to use adjusted performance measures, which attempt to capture factors that affect the organizational performance but are outside of the organization's control. This article illustrates the construction and use of adjusted performance measures to assess the performance of public schools, and reports findings from a study of school-based budgeting in Chicago that relates adjusted performance measures and patterns of budget allocations.  相似文献

A new methodology for displaying and analyzing arrest profiles of a population of offenders is illustrated on a data set containing information on all arrests made in the jurisdiction of the state of Western Australia in the 12-year period 1 April 1984 to 31 December 1995. The arrest profile shows the number of arrests accumulated by an individual offender as a function of the age at which each arrest took place. This provides a summary of the arrest careers of the individuals in the population and facilitates comparisons between groups of interest in the population, such as sex and race groups. In particular, it enables comparisons to be made between cohorts of offenders defined by the age-at-onset of their offending. For the Western Australian population analyzed here we find large differences between sex and race (Aboriginal or non-Aboriginal) groups, and also between age-at-onset cohorts, and we place these differences in the context of current criminological discussions which posit that higher mean numbers of offenses will be committed by early career starters.  相似文献

Government is generally not considered an efficient producer. Yet, conceptually, it is relatively simple to construct a system of incentives and controls that should lead to efficiency. The outcomes of over 1700 recent competitions between government producers and the private sector, conducted under OMB's Commercial Activity (CA) Program, provide new evidence. Analysis of the Navy's CA program outcomes demonstrates that the government is as efficient as the private supplier at least 21% of the time. The local incentives and controls that induce this outcome are not widespread, however. Less than half of the government managers selected an efficient mix of inputs without a competitive stimulus and an additional seven percent of the managers did not do so even then.  相似文献
