How policies become contested: a spiral of imagination and evidence in a large infrastructure project

This article investigates how framing processes lead to polarization in the public debate on a large infrastructure project. Drawing on an analysis of newspaper articles about the “Oosterweel connection” in Antwerp (Belgium), it concludes that imaginative framing (appeals to emotions via symbolic language) and framing through evidence (appeals to rationality via factual language) mutually reinforce each other. Because of the mutual reinforcement, we talk of a spiralling motion. When evidence backs up appeals to the imagination, such as when facts back up metaphors, these appeals are endowed with authority and hence legitimacy. While this strengthens appeals that have been “proven” to be true, it also makes actors backing these appeals increasingly frustrated with other parties that still refuse to accept them. Because of their frustration, the former are spurred to launch new imaginative appeals conveying their anger and to seek new evidence to substantiate these new appeals. Going back and forth between imaginative appeals and appeals to evidence, all parties in a conflict develop their own vision of the contested issue and their own evidence base for the policy position. Over time, their tolerance for ambiguity decreases and the debate polarizes.     

Graffiti goes to the movies: American fictional films featuring graffiti artists/writers and themes

Since the early 1980s, in addition to the increase in graffiti and street art in many urban contexts, a number of movies have been made that have either examined this phenomenon and the people who engage in this activity, or used graffiti and street art as a backdrop to tell a story. This article briefly reviews the scholarly literature that examines movies that portray criminals and criminal actions, and then analyzes seven American-produced fictional (drama) films using graffiti writers/artists as major characters and then draws generalizations about them. Although this is not a semiotic analysis of the films, to the extent possible, it delves into the settings, plots, characters, dialog, and how realistic the movies appear to be. In general, most of the films include unrealistic aspects and/or are of poor quality, and this contributes to misrepresentations of and stereotypes about graffiti writers/writing.     

The Measurement of Adolescent Psychological Health: One or Two Dimensions?

Psychological health in adult populations has been conceptualized as being comprised of two distinct, though related, dimensions: well-being and distress. Research into adolescent psychological health, however, has been dominated by a single factor approach with well-being and distress defining opposite ends of this continuum. Measures of psychological health were administered to 345 late adolescents. A series of confirmatory factor analyses supported an oblique two-factor model of psychological health with measures of anxiety and negative affect defining a distress construct and measures of positive affect, satisfaction with life, and happiness defining a well-being construct. A measure of depression loaded on both well-being and distress. It is concluded that although these two dimensions are highly correlated, they are distinguishable in adolescent samples. It is suggested that to avoid confusion in the literature authors should take more care in labeling the aspects of psychological health that they wish to assess.     

Managing the development process: Community strategies in economic revitalization

This paper considers community strategies in economic revitalization. Guidelines are proposed for local economic development practitioners and as a framework for further research. Findings are based on extensive analysis and comparative study of economic development efforts in four medium-sized industrialized cities in the northeastern United States. The role of motivating, organizing, and diagnostic agents, including crisis situations, community based planning, and local development agencies, are highlighted. The analysis presents economic revitalization as an on-going activity requiring strong local leadership, competent local development institutions, and broad-based public and private sector participation.     

Uncovering Discrimination: A Comparison of the Methods Used by Scholars and Civil Rights Enforcement Officials

The responsibility for uncovering discrimination falls on bothscholars and civil rights enforcement officials. Scholars askwhether discrimination exists and why it arises; enforcementofficials ask whether particular firms are discriminating. Thisarticle investigates the points of commonality and divergencein these two lines of inquiry. We demonstrate a need for moreresearch focusing on discrimination as defined by the law andfor more enforcement building on the methodological lessonsin the research literature. We also show that disparate-impactdiscrimination cannot be identified with current enforcementtools but could be identified with methods in the scholarlyliterature.
