"Sentinel effect" shows fraud control effort works

The author analyzes the fraud and abuse track record of his agency in the past years, and discuss why that effort has had beneficial results for the healthcare industry and the federal fisc. The benefits of this enforcement effort flow directly from the specific enforcement actions, and indirectly from the response of others in the industry to the standards set forth in those actions. Mr. Thornton disputes assertions of some in the industry that the enforcement efforts are unfair, arbitrary, or draconian. Rather, they are an appropriate response to a documented problem with which the government is justifiably concerned.     

Back to Basics: Human Rights and Power Politics in the New Moral Realism

The end of the Cold War offered unprecedented opportunities for human rights diplomacy, but was also the triumphant moment of neoliberal globalism. For four decades the realist suppression of idealism had been justified in terms of Cold War exigencies. Now, once again, liberal basics were expelled in the name of a specious realism. Less doctrinaire realists, however, are starting to integrate human rights and power politics in accord with Joseph Nye's concept of soft power. To sacrifice this moral realism on the altar of neoliberalism would be, in soft power terms, to lose the world by conquering it.     

Disagreement,Diversity, and Participation: Examining the Properties of Several Measures of Political Discussion Network Characteristics

Recent advances demonstrate that individuals think and act differently depending upon the political views of their discussion partners. However, issues of both conceptualization and measurement remain. We argue that some of these issues result from conflating what are two distinct characteristics of political discussion: disagreement and diversity. The purpose of this paper is to provide clarity to this literature by more formally distinguishing these two concepts. In doing so, we recommend a preferred measure of each. Substantively, we demonstrate that although exposure to disagreement is associated negatively with political participation, including the decision to vote, exposure to diversity is unrelated to participation. The evidence supports our argument that more formally separating the concepts of disagreement and diversity will help scholars better identify how and when social networks matter for political attitudes and behavior.
