Abstract: The ministerial staff of the present Liberal-National Country Party government are compared with those of the Labor government between 1972 and 1975. The most striking contrasts between the two groups is that the Coalition staffers are fewer in number (with fewer "political" types) and less "visible" than their Labor counterparts. They also intrude less into the workings of departments and report better relationships with public servants. There is thus a weakening of the representative and party political elements in the Federal government which were built up under the Labor party, and an opening of the way for a possible reassertion of the bureaucratic element. Although Coalition staffers differ from Labor staffers in other respects (for instance more come from private industry and private practice, fewer from journalism), on a number of criteria they have much in common. They are mostly male, in their twenties or thirties, mostly graduates, disproportionately from non-government schools, with about half from inside and half from outside the public service. 相似文献

This study analyses the programme impact of a strategic decision to privatize public housing development. It provides theoretical insights and assesses the ‘filtering’ (trickle down) theory of housing development underpinning this strategy. Analysis of distributional effects ensuing from the project demonstrates that developmental benefits (additional supply of housing) have simply filled the demand of those who can cater to the forces of the marketplace. Furthermore, macroeconomic determinants, acute shortages and distributional problems in the housing market that typically characterize urban centres in developing countries counteract that filtering process. In the paradigm social choice problem, there is a fixed set of alternatives and a fixed set of voters. This essay considers variations of the electorate when some subset of voters has a special voice on some subset of alternatives. We formalized such a situation by means of the veto function. The present study identified the principles employees use for judging a broad range of managerial actions. A cross-sectional sample of 44 executives were asked to describe recent fair and unfair treatment in seven areas of management responsibility: planning, staff development, delegating, motivating, coordinating, daily activities, and representing the organization to the public. These responses were coded to yield 16 rules guiding judgments about perceived managerial fairness. Aggregation of these rules yielded six major clusters of fairness concerns. The paper describes these clusters in detail and highlights their potential usefulness to a broader understanding of the complex nature of procedural fairness judgments in organizations. 相似文献

Licensing of businesses by local governments is a common practice in many countries. While business licensing has its origins in regulation, it is often seen as little more than a revenue source for local government. This article reviews the potentially conflicting objectives of regulation and revenue generation, and outlines the various forms which local taxation of business has taken in a number of countries. In practice, the regulatory aspects of local business licensing in many developing countries are ineffective at best and counterproductive at worst, and there are pressures to sweep away most local business licences as part of deregulatory reform. Yet local governments in many countries are in dire need of revenue sources in order to finance local service provision. The article analyses the reforms that have been introduced to business licensing in Kenya. There, traditional business licences have been replaced with a Single Business Permit, with the twin objectives of increasing local revenues and reducing regulatory compliance costs on businesses.
