Abstract Homeless people have been found to exhibit high levels of personal disability (mental illness, substance abuse), extreme degrees of social estrangement, and deep poverty. Each of these conditions poses unique housing problems, which are discussed here. In the 1980s, the number of poor people has increased and the supply of low‐income housing has dwindled; these trends provide the background against which the homelessness problem has unfolded. Homelessness is indeed a housing problem, first and foremost, but the characteristics of the homeless are such as to make their housing problems atypical. 相似文献

ABSTRACT This research tests the direct effects of civil service structure on perceptions of corruption. Numerous studies suggest a relationship between civil service structure and corruption, but few test this link. It is hypothesized that corruption depends on the presence or absence of civil service policies, including job duties, tenure and security provisions, discipline policy, and rules on rewards and bargaining rights; the impact of government wages, per capita GDP, and democratization on corruption is also assessed. These hypotheses are tested using World Bank data for Organization for Economic Cooperation and Development (OECD) and central and eastern European countries. No statistically significant relationships between civil service structure and corruption are found; however, occasional evidence that corruption is higher in countries with higher total government wage bills was obtained. Results additionally indicate that corruption is lower in countries with higher GDP. While the conclusions presented here are largely exploratory, there is a distinct lack of evidence indicating a relationship between civil service systems and public perceptions of corruption. 相似文献

Abstract Most difficulties in achieving international cooperation to suppress “terrorism” reflect failures to take account of the way authority is distributed in the international legal order. Attempts to narrow or abolish the “political offense,” exception to extradition treaties, are seen as either futile or self‐defeating for both political and legal reasons. Five other approaches are analyzed and promise is seen in three of them. The fourth, resting on the extension of national jurisdiction in disregard of the limits inherent in the international legal order, is seen as the one most attractive to the United States, Germany, and Iran, but the one most likely to lead to unmanageable political complications. The fifth, relating to an “international criminal court,” is seen as most attractive to lawyers who would like to rule the world, but is inconsistent with both law and reality. Abstract Most of the published works of Petrus Gudelinus (1550–1619), professor at the Louvain Civil Law Faculty, concern the public law. In his ‘commentaries’ on the Novellae and the Libri feodorum, he did not limit himself to the learned law and classical examples but also discussed the laws and customs of his own days. The same is true of his little-known De jure pacis commentarius, which, though formally presented as a commentary on the Pax Constantiae from the Authenticum, is a treatise on issues from current peace-treaty practice. In the most interesting part, Gudelinus addresses the problem of private property and compensation for damages. On this point, his work is more concurrent with contemporary practices than Grotius’ De jure belli ac pacis libri tres (1625). 相似文献

In the current focus upon prisons, prisoners, and correctional treatment, there also seems to be an increase in fear of sex
offenders. “Once a sex offender, always a sex offender” has become a common belief. The following study, however, has concluded
that this phrase is mistaken and misleading. The actual number of sex offenders who recidivate are few. This study, and many
prior to this one, have concluded that upwards of 65% donot commit another sex offense. Most reoffenses are committed between 1 and 5 years after release, and the percentage of reoffenders
declines rapidly after. A positive correlation was found between length of time spent in prison and recidivism rates. Further
studies are suggested to follow up this interesting finding.
