In May 2010 South African President Jacob Zuma will have been in office for one year. During this time, the Zuma administration has been far less ambitious in its foreign policy than previous administrations. However, South Africa is not in a position where it is able to withdraw from foreign engagement, as regional issues — such as Zimbabwe, the Democratic Republic of Congo (DRC) and Swaziland — continue to demand attention. The Zuma administration's approach in the future, in terms of both substance and style, will need to be informed by lessons from past engagement, including South African peacekeeping efforts in countries such as the DRC and Burundi, and South African mediation efforts in countries such as Angola, Côte d'Ivoire and the Comoros. Certainly, South Africa's record of success in taking on international responsibilities over the past 10 years has been mixed, but there is scope for past experience to shape future engagement positively. Indications of this can be seen, for example, in Zuma's efforts to redress former President Thabo Mbeki's clumsy mediation efforts in Angola by deciding to make his first state visit as South Africa's president to Luanda. Zuma's approach to Zimbabwe could build on the foundation set by Mbeki's long engagement with that country. 相似文献

We contend that political context is important to consider when analyzing social capital and that context has an important
but neglected impact on understanding the consequences of civic activity. Our focus is on the influence of rural, local leadership
in two Minnesota communities and policies that these elites have developed to bring Internet connectivity to their citizens.
One city developed a community electronic network and the other opted for an individualistic, entrepreneurial approach to
information technology. Using a quasi-experimental research design and four-wave panel data, we find that elite policy approaches
interact with civic activity to predict technology use among citizens, even long after the policies’ initial implementation.
In the city with a community network, residents who are integrated into civic life are able to harness these political resources
to become more technologically sophisticated.

This article examines the Eisenhower administration's trade policy towards the Soviet Union in 1953-54. It argues, contrary to previous scholarship on the subject, that the liberalization of East-West trade controls in August 1954 cannot be attributed solely to the presidential leadership of Dwight D. Eisenhower. Instead, whilst Eisenhower played a significant role in changing American embargo policy, it was the Churchill government which provided the impetus required for the revision of the international export control lists. This article describes the nature, origins and consequences of the epistemological crisis at the heart of contemporary counterterrorism. The epistemological crisis of counterterrorism is an identifiable epistemic posture towards knowledge about, as well as a way of acting towards, the terrorist threat. It manifests itself discursively in the manner in which officials, scholars, pundits and others speak about the threat of terrorism, and the way counterterrorism and security practitioners then act in pursuit of security against that threat. The article argues that many of the bizarre counterterrorist practices regularly observed in many Western countries, as well as costly and counterproductive counterterrorist practices such as preemptive war, targeted killings, mass surveillance, torture, control orders and de-radicalisation programmes, among others, are neither anomalous nor irrational in the context of the new paradigm. Rather, they flow logically and directly from the particular paranoid logic, which is constitutive of the epistemological crisis.
