Scientific research has made major contributions to adolescent health by providing insights into factors that influence it and by defining ways to improve it. However, US adolescent sexual and reproductive health policies—particularly sexuality health education policies and programs—have not benefited from the full scope of scientific understanding. From 1998 to 2009, federal funding for sexuality education focused almost exclusively on ineffective and scientifically inaccurate abstinence-only-until-marriage (AOUM) programs. Since 2010, the largest source of federal funding for sexual health education has been the “tier 1” funding of the Office of Adolescent Health’s Teen Pregnancy Prevention Initiative. To be eligible for such funds, public and private entities must choose from a list of 35 programs that have been designated as “evidence-based” interventions (EBIs), determined based on their effectiveness at preventing teen pregnancies, reducing sexually transmitted infections, or reducing rates of sexual risk behaviors (i.e., sexual activity, contraceptive use, or number of partners). Although the transition from primarily AOUM to EBI is important progress, this definition of evidence is narrow and ignores factors known to play key roles in adolescent sexual and reproductive health. Important bodies of evidence are not treated as part of the essential evidence base, including research on lesbian, gay, bisexual, transgender, queer, and questioning (LGBTQ) youth; gender; and economic inequalities and health. These bodies of evidence underscore the need for sexual health education to approach adolescent sexuality holistically, to be inclusive of all youth, and to address and mitigate the impact of structural inequities. We provide recommendations to improve US sexual health education and to strengthen the translation of science into programs and policy.  相似文献

Brazil's conditional cash transfer program Bolsa Família (Family Allowance) has gained a worldwide reputation as an effective antipoverty program. However, studies applying the dominant headcount poverty measure, which counts the percentage of households falling below a given poverty line, only credit the program with a first‐order reduction in poverty (and extreme poverty) of 0.15 to 1.88 percentage points. This raises the puzzle of how such a modest impact could lead to Bolsa Família's political popularity. This article argues that Bolsa Família does dramatically reduce poverty, but measuring this impact requires thinking of poverty as how far a household is from meeting its basic human needs; choosing a continuous variable; and using income gap, intensity, and ordinal measures that reflect this conceptualization. The more substantial reduction of poverty intensity helps explain the program's reputation.  相似文献

Effects of ethnicity and neighborhood quality often are confounded in research on adolescent delinquent behavior. This study examined the pathways to delinquency among 2,277 African American and 5,973 European American youth residing in high-risk and low-risk neighborhoods. Using data from a national study of youth, a meditational model was tested in which parenting practices (parental control and maternal support) were hypothesized to influence adolescents' participation in delinquent behavior through their affiliation with deviant peers. The relationships of family and neighborhood risk to parenting practices and deviant peer affiliation were also examined. Results of multi-group structural equation models provided support for the core meditational model in both ethnic groups, as well as evidence of a direct effect of maternal support on delinquency. When a similar model was tested within each ethnic group to compare youths residing in high-risk and low-risk neighborhoods, few neighborhood differences were found. The results indicate that, for both African American and European American youth, low parental control influences delinquency indirectly through its effect on deviant peer affiliation, whereas maternal support has both direct and indirect effects. However, the contextual factors influencing parenting practices and deviant peer affiliation appear to vary somewhat across ethnic groups. Overall the present study highlights the need to look at the joint influence of neighborhood context and ethnicity on adolescent problem behavior.  相似文献

When we view social and economic cooperation through the lens of game theoretic strategic interaction, we find that they have essentially identical abstract representations. If instead we view them substantively according to the issues with which they deal, they are commonly different. But even while they are substantively different, they depend heavily on each other, so that at the very minimum they are inextricably intertwined. If we do not get our economic interactions right, our social interactions will fail too, and vice versa., In other words, the social and economic fields are game theoretically identical; and they are substantively inseparable, even though they are not identical. Arguably the chief reason that we often separate them is that their modal focuses differ dramatically. In the development of microeconomics the focus is overwhelmingly on pairs involved in exchange. Politics primarily deals with the larger group and social levels of interaction. The movements of rational choice theory and of institutional economics in our time are fairly far reaching efforts to bring these two focuses together.  相似文献

This paper examines the impact of economic freedom on income inequality using cross-sectional data for U.S. states. While previous research has explored this relationship internationally, the results have been conflicting. In addition, while it seems obvious that the large institutional differences across countries will impact income inequality, it isn’t so obvious that the smaller variation in policies among U.S. states can have a measurable impact. Can improvements in income inequality be used as a justification for marginal pro-market policy reforms at the state level, or is this argument applicable only to national-level institutional reforms?  相似文献

A growing chorus of scholars laments the apparent decline of political participation in America, and the negative implications of this trend for American democracy. This article questions this position – arguing that previous studies misdiagnosed the sources of political change and the consequences of changing norms of citizenship for Americans' political engagement. Citizenship norms are shifting from a pattern of duty-based citizenship to engaged citizenship. Using data from the 2005 'Citizenship, Involvement, Democracy' survey of the Center for Democracy and Civil Society (CDACS) I describe these two faces of citizenship, and trace their impact on political participation. Rather than the erosion of participation, this norm shift is altering and expanding the patterns of political participation in America.  相似文献

This paper analyses interview data from 24 long-qualified family law solicitors working in private practice traditional settings in the Midlands and North of England. Experiences and perceptions of change are explored in order to contribute to contemporary understandings of practitioner willingness to innovate in the new legal services landscape, particularly as family law solicitors have been called upon to adopt new practices such as unbundling to survive. Three ‘types’ of emergent identities are identified amongst the sample respondents. These are linked to attachment to traditional role orientations, values and boundaries, as well as practice settings and perception of opportunities and threats.  相似文献

In contrast to the dramatic growth in the size and influence of the executive branch over the past 40 years, congressional committee staffing levels are at an all‐time low. Faced with growing demands to produce legislation and to conduct oversight of executive branch policymaking, Congress can and does supplement its existing staff by borrowing personnel, known as detailees, from federal agencies. Using an original dataset of detailees from 1997 to 2015, we analyze the degree to which congressional committees rely on detailees to increase legislative capacity. We find that committees in the House and Senate use detailees in different ways to further both legislative and oversight initiatives.  相似文献
