We use public choice theory to explain the failure of FEMA and other governmental agencies to carry out effective disaster relief in the wake of Hurricane Katrina. The areas in which we focus are: (1) the tragedy of the anti-commons resulting from layered bureaucracy, (2) a type-two error policy bias causing over cautiousness in decision making, (3) the political manipulation of disaster declarations and relief aid to win votes, (4) the problem of acquiring timely and accurate preference revelations, (5) glory seeking by government officials, and (6) the shortsightedness effect causing a bias in governmental decision making. 相似文献

State-society relations around low-cost housing in Canada changed from a period of strong federal leadership centred on social rights to a period of state retrenchment. A coalition of housing stakeholders from the public, private, and voluntary sectors self-organized in Winnipeg to create new low-cost housing following the 1993 discontinuation of federal social housing programs. This move toward urban citizenship was not received in the same way by Aboriginal peoples pursuing a distinctive set of rights centred on self-determination alongside common social (housing) goals. While Aboriginal rights are given regard at the federal level, they were not embedded in localized citizenship processes. Expanding the theorization of urban citizenship, the empirical results in this article reveal that discourses of democratic racism and cultural neutrality permeate mainstream views, running counter to Aboriginal citizenship pursuits. 相似文献

Youth crime is a serious social problem, as is the high proportion of young offenders in the juvenile justice system who have mental disorders. A recent policy innovation applies the theory of therapeutic jurisprudence and diverts youth with mental disorders to treatment in lieu of further court processing. The expansion of mental health diversion programs reflects an increasingly popular view that there is a causal relationship between youth mental disorders and crime. Policymakers who share this view place greater emphasis on rehabilitation and treatment as a way to reduce crime, rather than on stricter punishment. This paper considers the policy issues around youth mental health diversion programs. In addition, it evaluates the effect of a mental health diversion program for youth that was implemented in Texas. The paper finds that mental health diversion can be used effectively to delay or prevent youth recidivism. 相似文献

Abstract. This article explores the sources of individual-level variation in support economic privatization in seven European post-Soviet countries. It tests economic utilitarian and psychological explanations of variations in support for economic privatization. The economic utilitarian explanation posits that individuals seek to maximize their potential material gains from economic liberalization. The psychological explanation posits that if individuals are generally risk averse, they are not likely to support economic privatization. These hypotheses are then tested using two separate regression models. The first model estimates pooled data from across all seven European post-Soviet economies. The second model is a pooled analysis that interacts country-specific dummy variables with each of the independent variables in order to examine the country-specific effects of the responses. The results show that the economic utilitarian and psychological explanations are both strong predictors of why some support and others oppose privatization in the seven European post-Soviet countries. 相似文献

Every year millions of tourists hit the open road to enjoy America's public recreation lands. Upon arrival at their destinations, visitors enjoy a host of service amenities ranging from hotels and lodges to ski resorts and back country adventures, all compliments of concessioners. These public lands concessioner operations are a multibillion dollar business. This decades‐long analysis finds that local service providers have generally failed to secure concessioner contracts on public lands. Despite the hypothesized propensity for shirking to marklegislative institutions, the evidence is rather equivocal;moreover, most of the research has focused exclusively onlegislator voting, thereby constraining whatevergeneralizations might emerge. The purpose of this paper is tocontribute to the debate over the question of politicalshirking by extending the range of phenomena examined toinclude congressional foreign travel. Our analysis providesevidence that opportunism is a problem in Congress. We findthat last-period problems have arisen in the area of foreigntravel, and that increased scrutiny to the problem on the partof Congress only shifted consumption patterns, i.e.,legislators began taking foreign junkets near, but not at theend of, their legislative careers. In the wake of welfare reform efforts, alliances between governments and charities, and public preoccupation with “social capital,” it is useful to understand how welfare payments interact with charitable giving. Using Consumer Expenditure Survey data from the first quarter of 1999, this article estimates the impacts on charitable giving by individuals from receipt of welfare payments, as well as income, wealth, and a number of demographic variables. The data analysis suggests that charity is negatively associated with welfare receipt, while wealth, income, and age have positive impacts on giving.
