In the mid-2000s, Beijing made a series of unilateral trade concessions with respect to agricultural trade with Taiwan. This move distressed the then incumbent party of the Republic of China, the Democratic Progressive Party (DPP), because Beijing’s offers might weaken the DPP’s rural support. This article offers the first empirical assessment of Beijing’s trade concessions. Using an original and highly disaggregate dataset at the township-product level, it examines what types of regions were more likely to be the beneficiary of the trade concessions, whether the concessions caused any production change, and the extent to which these changes undermined the DPP’s electoral support. It is found that while the benefit of tariff concession was not confined to pro-DPP regions, the townships that grew tariff-reduced products were no less likely to vote for the DPP. Abstract: Correct species identification is critical when dipteran larvae are used for inference of the postmortem interval. To facilitate DNA‐based identification of forensically important flies of the genus Lucilia in the continental United States, we develop a vouchered reference collection and DNA sequence database. A total of 122 specimens were collected for nine of the 10 species of Lucilia reported to occur in the continental United States. Using the polymerase chain reaction and DNA sequencing, data were obtained for an 1100‐bp region of the mitochondrial gene encoding cytochrome oxidase I (COI). We consider a species suitable for DNA‐based identification if it is exclusively monophyletic in >95% of bootstrap pseudoreplicate phylogenetic analyses. Seven of the nine species meet that criterion. Two species (Lucilia coeruleiviridis and Lucilia mexicana) share COI sequence and cannot be distinguished using our reference database. This article provides an account of the recent introduction of a minimum wage in Hong Kong in 2011. Traditional welfare state theories had their origins in rich democracies. We refine the theoretical arguments in accordance with the semi-democratic nature of Hong Kong. We argue that the legislation was initiated reluctantly by the business-friendly government under unfavourable economic conditions. Any subsequent concessions to labour were not attributable to labour strength or political oppositions, which were very weak. Instead, multiple miscalculations by the politically dominant business side allowed the labour movement to gain limited grounds throughout the struggle. We also apply our arguments to the case of Singapore, illustrating how welfare state theories can be adapted to less democratic systems. 相似文献

The Chinese economy has experienced spectacular growth in recent years. Despite its huge trade and investment potential, China today remains an insignificant player in the world economy. Over the years, the Chinese economy has been steadily integrated with its neighbouring economies of Japan, the NIEs and ASEAN, which are all well known for their dynamic growth. The growing integration of the Chinese economy, with its huge economic potential, into the Asia‐Pacific region will enhance the region's prospects for further growth. Most Asia‐Pacific economies take a positive view of China's increasing economic involvement in the region as a new source of economic opportunity. Under the global pressure of information technology, the adoption of web-based technologies in public administration has created a new government-and-citizen interface. However, whether e-government will unambiguously lead to a more transparent, interactive, open and hence, accountable, government remains a central question. Applying a framework of global pressure effects on bureaucratic change, this paper conducts an empirical study on website openness and accountability in fourteen countries. Even when overall accountability levels rise, the accountability gap between different national bureaucracies often remains intact as web-based technologies typically maintain or reinforce the existing practices. The question of whether e-government promotes accountability depends on what kind of bureaucracy one is referring to in the first place. In the current debate about global convergence and national divergence on the effect of globalization on public bureaucracies, the spread of e-government provides a case of convergence in practice rather than in results. 相似文献
