Document forgery is a significant issue in Korea, with around ten thousand cases reported every year. Analyzing paper plays a crucial role in examining questionable documents such as marketable securities and contracts, which can aid in solving criminal cases of document forgery. Paper analysis can also provide essential insights in other types of criminal cases, serving as an important clue for solving cases such as the source of a blackmail letter. The papermaking process generates distinct forming fabric marks and formations, which are critical features for paper classification. These characteristics are observable under transmitted light and are created by the forming fabric pattern and the distribution of pulp fibers, respectively. In this study, we propose a novel approach for paper identification based on hybrid features. This method combines texture features extracted from images converted using the gray-level co-occurrence matrix (GLCM) approach and a convolutional neural network (CNN), with another set of features extracted by the CNN using the same images as input. We applied the proposed method to classification tasks for seven major paper brands available in the Korean market, achieving an accuracy of 97.66%. The results confirm the applicability of this method for visually inspecting paper products and demonstrate its potential for assisting in solving criminal cases involving document forgery.  相似文献

Why do some WTO trade disputes endure and recur while others do not? States have difficulty resolving trade conflicts when they involve certain types of trade-restrictive domestic regulations. While such regulations vary in their extent of legitimacy—fulfilling non-trade domestic regulatory objectives and availability of less trade-restrictive options—complainant states cannot always distinguish legitimate barriers from illegitimate ones. In such scenarios of disguised protectionism, which I argue is most prevalent with policies involving WTO’s Sanitary and Phytosanitary (SPS) Agreement, disputants confront difficulties concluding their disputes. Disputes last longer and are more likely to recur. I test the argument against a data set of WTO disputes structured in an innovative manner—one that links together related and recurring disputes into single conflicts. Both an event history analysis of conflict duration and a count analysis of conflict recurrence using this data strongly support this argument.  相似文献

The aim of this study was to verify that the combination of focused ion beam (FIB) and scanning electron microscope/energy‐dispersive X‐ray (SEM/EDX) could be applied to determine the sequence of line crossings. The samples were transferred into FIB/SEM for FIB milling and an imaging operation. EDX was able to explore the chemical components and the corresponding elemental distribution in the intersection. The technique was successful in determining the sequence of heterogeneous line intersections produced using gel pens and red sealing ink with highest success rate (100% correctness). These observations show that the FIB/SEM was the appropriate instrument for an overall examination of document.  相似文献

Little research has examined the role of acculturation in the determination of intimate partner violence (IPV) among Chinese immigrants in the United States. Data on 166 IPV Chinese immigrant couples obtained from a Chinese American community organization were analyzed for this study. Findings show that the level of acculturation and socioeconomic status were associated with severity, frequency, length, and type of abuse committed by Chinese immigrant men although not all factors played an equally important role in explaining IPV. Certain Chinese immigrant victim characteristics, such as having social networks, were also related to the experience of IPV.  相似文献

While many scholars have discussed the merits of collaborative governance, especially for addressing complicated modern policy challenges, the literature has paid less attention to how business can serve as an effective collaborative partner during the formation of mandatory policies and regulations. Drawing on scholarship in the management sciences and combining it with literature in public administration and public policy, the authors elaborate on four distinct types of business responses to proposed regulations based on degrees of political activity and social responsiveness: defensive, reactive, proactive, and anticipatory. They then characterize the reasons why proactive firms are more likely to be valuable collaborative partners with policy makers and public managers: their engagement may avoid costly stalemates that frequently hinder policy making and help develop cost‐effective, flexible policy approaches to complex social problems.  相似文献

This article discusses the link between development and peacebuilding to analyze South Korean aid activities in North Korea in the context of the Korean conflict, where there are deep-rooted cycles of conflict episodes, and to explore the possibility of aid for peace on the Korean peninsula in the future. The Korean conflict is a large part of what makes South Korean aid to North Korea ineffective. For the past 20 years, South Korean aid to North Korea has fluctuated greatly, due to the context of the Korean conflict. The Korean conflict, once seemingly on the way to resolution, appears to have reverted to a time before the end of the Cold War. Many people in both the North and the South still see each other as the enemy. Most of the South Korean aid projects in North Korea have been suspended indefinitely and the fluctuation of aid to North Korea caused serious debates within South Korean society. At one point, the debates grew so heated that they were called the ‘South–South conflict’. Building on the conceptual framework of conflict sensitive development and strategic peacebuilding, this article argues that, to overcome the current impasse, all stakeholders must better understand the context of the Korean conflict and the interaction between the context and themselves, and develop a comprehensive strategy together, to encompass the multiple issues raised by the Korean conflict, as strategic peacebuilding proposes.  相似文献

ABSTRACT

A common assertion within public management is that management capacity drives policy outcomes. This study tests that argument, focusing on an important policy outcome—innovation. Data were drawn from the Korean government to examine the impact of government's management capacity for the adoption and implementation of innovation. The results confirm that both managerial behaviors and structures are drivers of government innovation. The adoption and implementation of innovative projects require full-scale management capacity, encompassing innovative leadership, a quality workforce, appropriate structures/systems, and the ability to manage external influences. These results suggest that public management capacity drives innovation in government by changing managerial behaviors and structures. Implications of these results for managing government innovation are discussed.  相似文献

With the planned US and NATO withdrawal from Afghanistan in 2014 looming ever closer, and Central Asia's own future increasingly in doubt, major powers are all competing to enhance their influence in Central Asia. 2014 may mark a regional tipping point, but none can accurately predict how the regional balance might shift after the NATO withdrawal from Afghanistan. During 2009–2010, the signs of growing Russian dependence on China in terms of economy and energy were palpable, as were the signs of China successfully subordinating Russia to its Central Asian economic agenda. In 2011–2012, it was difficult to see Russia simply acquiescing in its subordination to China without reacting to that situation negatively. Since 2011, to avoid this dependence on China, Russia has vigorously pushed for its regional integration schemes. 2011 marked the launch of the US “New Silk Road” initiative. Great power regional integration schemes, however, undermine both regional and national development.  相似文献
