The U.S. government is considering how it should reorganize for homeland security. Consequently, attention has focused on the new Office of Homeland Security (OHS). Much debate focuses on two issues related to OHS: (1) whether the OHS should be a separate executive agency; and (2) whether the OHS director has sufficient authority to direct changes in policies and resource allocation of other departments and agencies. The authors believe the emphasis on these areas of interest is misplaced as measures of the eventual success of the OHS. Rather than focusing on these political issues, this article outlines several questions about how the OHS might approach its complex mission and highlights some organizational and bureaucratic realities that are likely to survive the debate over placement of the OHS within the executive branch and the authorities of the OHS director. This article concludes with a discussion of some organizational tools that the OHS or any coordinating office will require to fulfill its mandate.  相似文献

Abstract. Using data from the British Election Studies of 1974 and 1979, patterns of nonvoting among the British public are explored. Nonvoters are much like voters in specific issue opinions and in social class. They do not have a strong ideology or a markedly different attitudinal structure than their fellow citizens. Much of the key to the future of the British party system rests in the nature of the support for the Liberal—Social Democratic Alliance. If that support is a protest vote, the possibility of realignment within the party system is negligible; if it is socially and attitudinally distinct, then the potential for a fundamental realignment is clearly present. By applying multivariate analysis to survey data, this paper examines the social and attitudinal bases of support for the Alliance in the 1983 British general election, and for comparative purposes, examines Liberal support in the 1979 general election. The results show that Alliance support in 1983 was somewhat different from 1979 Liberal support, notably in terms of the issues that motivated Alliance voters. In light of comparative theoretical work on third parties, these findings suggest the possibility of a long-term rôle for the Alliance as either a realigning or at least persistently dealigning force.  相似文献

Tobacco control policy usually has been framed in terms of public health and political economy, but it also has been called a morality issue. Through a systematic historical analysis, this paper examines dimensions of morality policy and evaluates tobacco control in the United States for its fit with those characteristics. Moral concerns have been a part of tobacco control policy at certain times, first in the early twentieth century, and, more recently, since the mid‐1980s with the rise of “denormalization” of tobacco as a goal of some antitobacco organizations. Drawing from recent studies of other “morality” policy issues, it argues that tobacco control is a “blended” issue, one which can take on different dimensions depending on successful interest group framing. The adoption of Healthy Public Policy as a governmental goal has coincided with a movement toward a “secular morality” in the political culture, facilitating a broader appeal to the public.  相似文献

This article looks at the question of how to understand the link between the changing position of women and gender relations and the changes in the global political economy. Drawing on the work of Pierre Bourdieu, the authors argue that states compete for respectability and distinction on the world stage, and that they deploy particular material articulations of gender and class relations as forms of symbolic capital for the nation. The authors demonstrate this using Japan as an example, tracing changes in the condition and representation of women between 1856 and 1945, as Japan's position in the global hierarchy of nations moved from a subordinated through a resisting to a colonising country. The authors suggest that women and gender relations are central to understanding international relations, and they propose a conceptual framework for analysing the significance of women and gender in the global political economy  相似文献

The proportion of women MPs elected in the 1997 British general election reached an historic high of 18.2 per cent, the vast majority from the victorious Labour Party. The large increase in the proportion of women Labour MPs was partly due to the policy of establishing women‐only shortlists for winnable seats. This paper examines the distribution of women candidates in the election and analyses the factors that affected the votes they attracted. The results show that Labour women selected on the women‐only shortlists attracted significantly more votes than women nominated on open shortlists. This was mainly a consequence of their selection for marginal seats, but the greater organisational effort that was concentrated on those seats was also an important factor. Overall, there was no evidence that voters discriminated against women candidates in the election, regardless of party and regardless of how they were selected. The large number of women MPs raises issues concerning the formulation and articulation of a distinctive women's policy agenda at Westminster.  相似文献

Historically not only have women cabinet ministers in Western democracies been few in number, but they have generally been limited to "women's ministries" such as education, health, social services, and culture. This article systematically investigates the responsibilities and prestige of portfolios that women cabinet ministers in the ten Canadian provinces have held over a 21-year period, 1976–1997, an era in which their share of cabinet positions rose from less than 4% to almost 25%. Although still concentrated in traditional women's ministries, they have diversified the portfolios they hold. Using a tri-fold classification of portfolios into (1) important, (2) middle range, and (3) junior positions, we find that women increasingly have achieved more prestigious portfolios, perhaps a reflection of the reduced number of cabinet positions in the 1990s and more concerted attempts to promote women. But the law of increasing disproportion still exists, at least in overall terms of the relative prestige of cabinet positions.  相似文献

The theoretical literature on agenda-setting, largely developed in the United States, is applied to the problem of minority group access to the political agenda on race relations and immigration issues in the United Kingdom. Empirical emphasis is placed on the institutional opportunities and constraints for minority group access on major issues of concern in recent years. Nonwhite access to the political agenda in Britain remains minimal and problematic. The conclusion places these findings into the general literature on agenda setting.  相似文献
