Jury decision making in the capital penalty phase

There are large bodies of research on the deterrent value of the death penalty and public attitudes towards capital punishment. However, little is known about how jurors decide whether a particular defendant should live or die. This article briefly summarizes the case law that attempts to guide the discretion of jurors in the penalty phase of capital murder trials, reviews empirical research on penalty decision making, suggests a methodological strategy for investigating the penalty phase, and identifies several promising directions for future research. Four broad categories of research are identified: the effects of guiding juror discretion, comparisons of juries that vote for life with those that vote for death, the relationship between guilt and penalty phases, and models of decision making in the penalty phase. Several testable hypotheses are proposed.     

MEDIATION AND DOMESTIC VIOLENCE

This article summarizes policies and procedures used by various courts in the United States in responding to domestic violence. Over 200 courts and services were contacted under a grant from the State Justice Institute in developing this survey. The article covers the profile of mediation services, mediator training regarding domestic violence, screening for domestic violence and protocols used.     

Does international monetary aid help or hinder Somalia's social economic revival?

Somalia government has been accused of lacking transparency and proper accounting systems. This study investigates international monetary aid in Somalia's social and economic revival. A purposely chosen sample of Somalis living in Kenya (N = 204) was used. Approximately 59.4% disagreed that the lives of a great number of Somali people have improved, while 65.2% acknowledged that there was lack of integrity and expertise in the management of foreign aids. Finally, the study suggests that the key to success of monetary aid in Somalia largely depends on; developing good financial infrastructure based on modern information technology and telecommunication, the establishment of strong financial institutions with good financial and aid policies, and enhanced transparency and rigorous accountability of Somalia government officials.
