HIV vaccines: current challenges and future directions

Volume seven of the Review will mark the tenth anniversary of the Canadian HIV/AIDS Legal Network with a series of articles that describe past developments and future directions in several areas of policy and law related to HIV/AIDS. The following article is the first of these, discussing current challenges and future directions in the development of and access to HIV vaccines. It argues that governments are under public health, ethical, and legal obligations to develop and provide access to HIV vaccines. It further explains what is required for governments to fulfill their obligations: additional commitment and resources for HIV vaccine development in the context of increased global research and development regarding diseases of the poor; increased support and advocacy for partnerships to develop HIV vaccines; enhanced regulatory capacity in every country to review, approve, and monitor HIV vaccines; and assurance of global supply of, procurement of, delivery of, and access to vaccines in the context of efforts to increase global access to public health measures and technologies.     

Population-specific histological age-estimating method: a model for known African-American and European-American skeletal remains

Previously developed histological age-estimating methods have been based on samples lacking interpopulation variability. A comparison of age-associated rib histomorphometrics between an European-American sample and an African-American sample indicates that ethnicity can have a significant effect on osteon population density (OPD), osteon cross-sectional area (On.Ar), and relative cortical area (Ct.Ar/Tt.Ar). Based upon these findings, new histological age-predicting formulae are presented that are recommended when estimating age for African-American or European-American skeletal remains. A general formula that is applicable to remains of unknown ethnicity is also provided.     

Civic engagement and participation among Ghanaian and Kenyan students and their correlates

This article examines levels of civic engagement among university students in Ghana and Kenya and identifies factors that may account for their civic engagement. Overall, the students reported low civic engagement, with the Kenyans reporting higher engagement. Demographic factors (gender and age) and personal values hardly contributed to the students’ civic engagement. Political interest and attentiveness, barriers and motivation towards participation made a consistent and significant contribution to political participation and future participation. Furthermore, trust, social endorsement and social efficacy showed a consistent and significant contribution to civic engagement. The findings underscore the need to work towards getting the youth more engaged.     

Truth,Reconciliation, and “Double Settler Denial”: Gendering the Canada-South Africa Analogy

Appeals to the South African Truth and Reconciliation Commission (TRC) haunt most post-1990s institutional attempts to address historical injustice. Comparing Canada and South Africa, Nagy (2012) notes that “loose analogizing” has hampered the application of important lessons from the South African to the Canadian TRC—namely, the discovery that “narrow approaches to truth collude with superficial views of reconciliation that deny continuities of violence.” Taking up her important specification of the Canada-South Africa analogy, we expand Nagy’s recent findings by gendering the continuum of settler colonial violence in both locations and by outlining the implications of these TRCs for Indigenous and Black women in particular. In both the Canadian attempt to grapple with the legacy of residential schools and the South African effort to deal with a history of apartheid, institutional approaches to truth have been both narrow and androcentric. The simultaneous historical bounding and social consolidation of Indigenous experiences of abuse and injustice has thus produced a “double settler denial.”     

Coincidence of Nicolau Syndrome and Rhabdomyolysis: Report of a Forensic Autopsy Case and Review of the Literature

Nicolau syndrome (NS) is a dermatological adverse reaction of intramuscular injections and is caused by several mechanisms. The etiopathogenesis remains unclear, and several hypotheses have suggested a vascular origin. Rhabdomyolysis (RM) is the destruction of striated muscle, with the subsequent release of muscle cell contents into circulation. NS and RM diagnoses may overlap. Herein, we present the autopsy findings of a 40‐year‐old female with NS complicated with RM. On clinical follow‐up, creatine kinase (CK) was 7146 IU/L, and urea and creatinine levels were elevated on the third day after intramuscular diclofenac injection. Possible ischemic process triggered the RM and subsequent acute renal failure. The opportunity for an early diagnosis was missed because the patient delayed seeking medical aid. The prognosis worsened, and the patient died due to secondary sepsis. Early diagnosis of NS before the occurrence of complications is the most important issue in patient education and can be life‐saving.     

Institutions and Ethnic Trust: Evidence from Bosnia

This study considers the prospects for rebuilding trust in a multi-ethnic society with a history of ethnic violence. Findings are based on survey data from a stratified random sample of 681 Bosnian Serbs, Croats and Bosniaks, conducted between September 2003 and January 2004. The data indicate significant trust problems in Bosnian society both within and across ethnicity. However, the study also finds strong linkages between ethnic trust and trust in institutions, suggesting that institutions can play a vital role in restoring ethnic trust and promoting reconciliation.
