Discriminant function sexing of the calcaneus of the South African whites

The skull and some postcranial elements, such as the humerus, femur, and tibia, have been used in their intact states for sex determination in forensic and archaeological cases. But, in practice, these bones are often recovered in fragmented states, which render them unsuitable for use in sex determination. The calcaneus is a compact bone that is able to withstand high tensile forces. Some of its parameters have been used for sex determination in American whites and blacks (1) and Italians (2). This bone has not been used for sex determination in the South African white population. Therefore, the aim of this study was to assess the degree of sexual dimorphism of the calcaneus of the South African white population sample, derive discriminant function score equations for use in sex determination, and determine the level of accuracy of its sex-determining ability. Nine parameters were measured on each pair of 53 male and 60 female calcanei of known South African white skeletons, obtained by a random sampling technique from the Raymond A. Dart Collection of Human Skeletons, School of Anatomical Sciences, University of the Witwatersrand, Johannesburg. Basic statistic and discriminant function analysis was performed on the acquired data. The basic statistics showed that all measured parameters were sexually dimorphic. Discriminant function score equations were generated for use in sex determination. The average accuracy of sex classification ranged from 73 to 86% for the univariate method, 81 to 91% for the stepwise method, and 82 to 92% for the direct method. It is concluded that the calcaneus is useful for sex determination in the South African white population.     

The effects of alternative power-sharing arrangements: Do “moderating” institutions moderate party strategies and government policy outputs?

Advocates of consensual political institutions, i.e. institutions that promote compromise and powersharing among political parties, claim that these institutions promote moderation in government policy outputs. To date, however, there exists little research – either theoretical or empirical – that evaluates whether consensual institutions promote moderation in parties' policy declarations. We develop a multiparty spatial model with policy-seeking parties operating under proportional representation, in which we vary the extent to which government policies reflect power-sharing among all parties as opposed to being determined by a single party. We determine parties' optimal (Nash equilibrium) policy positions and conclude that power-sharing does not typically motivate parties to moderate their policy declarations; in fact, policy positioning under power-sharing appears to be similar to or more extreme than under single-party dominance. Consistent with previous research, however, we find that power-sharing does promote moderation in government policy outputs. Our results have implications for parties’ election strategies, for the design of political institutions, and for representative government.     

The economic theory of regulation and trucking deregulation: Shifting to the state level

Federal deregulation of the trucking industry in 1980 created a general gain in economic welfare at the expense of the monopoly rents of powerful interests, leading some scholars to ponder the limitations of the economic theory of regulation. However, analyzing only the federal changes excludes evidence from the significant intrastate sector of the trucking industry, regulation of which remains largely unchanged from that prior to 1980. This paper argues that after a decade of clear federal policy success, truckers continue to capture most state regulators, sustaining monopoly rents in what would otherwise be an inherently competitive industry. Using data from the fifty states, we demonstrate the extent to which the economic theory is in fact consistent with trucking industry evidence.

Imagining and practising citizenship in austere times: the work of Citizens Advice

This article explores the significance of citizenship for those working in Citizens Advice, a network of voluntary organisations in the UK that exists to provide peer-to-peer advice and support to those facing problems. Drawing on a recent research study, the article considers the ways in which the ‘citizen in citizens advice’ is imagined and translated into practice. Despite current political and policy moves to shrink citizenship (in terms of eligibility, access and substance), the ‘citizen in citizens advice’ is regularly thought about in expansive ways that draw on other imaginaries of citizenship. We suggest that these everyday discursive practices of citizenship are important both in analytic terms and in reinvigorating a political discussion otherwise focused upon restriction and exclusion.
