The Senate Electoral Cycle and Bicameral Appropriations Politics

We consider the consequences of the Senate electoral cycle and bicameralism for distributive politics, introducing the concept of contested credit claiming, i.e., that members of a state's House and Senate delegations must share the credit for appropriations that originate in their chamber with delegation members in the other chamber. Using data that isolate appropriations of each chamber, we test a model of the strategic incentives contested credit claiming creates. Our empirical analysis indicates that the Senate electoral cycle induces a back-loading of benefits to the end of senatorial terms, but that the House blunts this tendency with countercyclical appropriations. Our analysis informs our understanding of appropriations earmarking and points a way forward in studying the larger consequences of bicameral legislatures.     

Franchise Extension and the British Aristocracy

Using evidence from the Second Reform Act, introduced in the United Kingdom in 1867, we analyze the impact of extending the vote to the unskilled urban population on the composition of the Cabinet and the background characteristics of Members of Parliament. Exploiting the sharp change in the electorate caused by franchise extension, we separate the effect of reform from that of underlying constituency‐level traits correlated with the voting population. Our results are broadly supportive of a claim first made by Laski (1928): there is no causal effect of the reform on the political role played by the British aristocracy.     

A gendered analysis of goat ownership and marketing in Meru,Kenya

Studies show that women are more likely to own small, rather than, large livestock. This study sought to establish gendered preference for different livestock species while focusing on the gendered differences in ownership, management, and marketing of goats in Meru, Kenya. Men demonstrated a higher preference for cattle than women, who had a higher preference for poultry than men. Men and women preferred goats equally, but women derived and managed more income from goats than men. Development projects should apply a gender lens before introducing different livestock species as gender differences exist in the preference and the management of different livestock.     

Observing incumbent abuses: improving measures of electoral and competitive authoritarianism with new data

Electoral and competitive authoritarian regimes have become a major focus of comparative research. Yet, finding measures that distinguish these regimes from democracies is challenging, especially for scholars conducting large-N cross-national research, as this conceptual distinction rests on incumbent abuses that are difficult to systematically observe. This article reviews common measures that simply utilize extant regime indicators to draw the line with democracy, demonstrates their poor performance in mirroring a benchmark from case-based measurement, and illustrates the adverse implications for theory building. The article then shows how data on incumbent abuse from the National Elections Across Democracy and Dictatorship (NELDA) and Varieties of Democracy (VDEM) projects can be utilized to construct alternative measures. A NELDA-based measure far outperforms extant alternatives in mirroring the case-based benchmark. The article then discusses why a VDEM-based alternative should be a superior option once data is available and how one might be constructed.
