Noel Pearson has recently argued that inclusion, over the last 30 years, in a 'passive' welfare system has been to the detriment of Aboriginal society. This article approaches the inclusion of Aboriginal people in the social security system from a slightly different perspective, while taking seriously Pearson's concerns. It argues that, despite norms and aspirations of universalism, rules within the social security system are social constructs derived from and intended for the particular social and economic circumstances of the dominant society. When those rules are applied to the very different social and economic circumstances of minority groups, such as Indigenous Australians, major issues of adaptation and interpretation arise. This article draws on research experience spanning 20 years on relations between Indigenous Australians and the social security system to illustrate the degree to which adaptation has occurred, in the pursuit of realism. However, it also argues that current relations between the social security system and Indigenous Australians are not just and fair because the rules of the system do not equally reflect Indigenous and non-Indigenous peoples' social and economic circumstances. 相似文献

Abstract: This article applies Schaffer's 1984 critique of the "sectoralism" of mainstream public policy practice and discourse to Aboriginal housing policy in Australia. It analyses the approaches and programs of the Aboriginal housing policy sector and the priority given to them over the years. It then identifies the dominant agenda of Aboriginal housing policy defined in terms of massive statistics of nationwide Aboriginal housing need. An alterative agenda defined in terms of appropriate non-conventional housing and facilities for remote areas is also identified and its struggle for recognition traced. The final sections of the article suggest reasons why this alternative agenda has remained on the margins of the Aboriginal housing policy sector and examine its prospects for becoming less marginal in the future. 相似文献

This article examines financial disclosure in U.S. cities. It considers factors that affect the level of municipal financial disclosure, in particular the effect of administrative factors. It finds that participation in the Government Finance Officers Association Certificate of Excellence in Financial Reporting program, and the Chief Financial Officer's familiarity with the activities of the Governmental Accounting Standards Board are positively associated with more disclosure. These latter factors are interpreted as measures of professionalism and are furthered by the adoption of municipal codes of ethics which stress openness and responsiveness to stakeholder interests. Such general policies are indirectly associated with heightened levels of financial disclosure. Financial disclosure is also associated with city size and demands from capital markets. 相似文献

This article reports on a research project that explored the internal dynamics of a faith-based and cross-sector partnership when different levels of organisational resources and capacity exist. A case of a three-way partnership between a faith-based, a for-profit, and a non-profit organisation is analysed. Through participant observation, interviews, and an examination of secondary data using grounded theory and the constant comparison method of analysis, an assessment of how resources impacts partnership structure, agenda/goal setting, roles, and responsibilities are highlighted and framed to demonstrate the inequalities in partnership outcomes. Drawing on the largest study of the United Kingdom online market in sexual labour to date, this article examines the legal and regulatory consequences as aspects of sex work increasingly take place within an online environment. Our research shows that while governmental policy has not kept abreast of these changes, the application of current laws (which have, since the 1950s, focused on public nuisance and, more recently, trafficking and modern slavery) are pernicious to sex workers and unsuited to recognizing and responding to the abuses and exploitation in online markets in sexual labour. These injustices are likely to be exacerbated if policies and policing do not better align with the realities of these markets in the twenty‐first century. This demands a more nuanced regulatory approach which recognizes that people may engage in sex work of their own volition, but which also addresses conditions of labour and criminal exploitation. 相似文献

Intimate partner violence (IPV) occurs at disproportionate rates within impoverished groups of women and can include economic abuse as a form of psychological maltreatment. The current study developed a comprehensive assessment of the unique financial issues facing female victims of IPV using a sheltered sample (N = 113). An exploratory factor analysis (principal-axis factoring with varimax rotation) was conducted on 24 items of the newly developed Domestic Violence-Related Financial Issues Scale. Preliminary results supported five extracted factors, which accounted for approximately 53% of the total common variance in the women's responses. The consequential Nationalist–Globalist policy divide in contemporary Britain: some initial analyses

The verdict delivered by voters in the 2015 and 2017 British General Elections and the European Union Referendum surprised pollsters, pundits, the media, and even the victors. Political choices representative of Globalist outlooks saw defeat at the polls. Liberal Democratic support was below 10% and voting to remain in the EU underperformed predictions. Empirical analyses demonstrate that there is a Nationalist–Globalist policy divide, partially rooted in demographics and authoritarian predispositions, which go beyond traditional valence factors in explaining the recent choices of the British electorate. Moreover, this outlook influences how satisfied citizens are with the way democracy works in Britain. Nationalist viewpoints, when juxtaposed against Globalist outlooks, are salient in a way they were not during the height of Thatcherism, encompass left–right economic concerns and may portend a new era in British political culture. 相似文献
