Recent years have witnessed an intensification of the debate about the fundamental purpose of public assistance to the poor and the effects of these programs on children. This study uses enriched data from the Panel Study of Income Dynamics to examine the effects of living in public housing as a child at some point between 1968 and 1982 on four young adult outcomes: welfare receipt; individual earnings; household earnings relative to the federal poverty line; and employment. Living in public housing during childhood increased employment, raised earnings, and reduced welfare use, but had no effect on household earnings relative to the poverty line. The beneficial effects could have arisen because public housing improved physical living conditions, reduced residential mobility, or enabled families to spend more of their income on items that benefit children's development. Although it is difficult for local governments to give support for social welfare recipients top political priority, there are huge variations in the support recipients actually receive among Norwegian municipalities. However, local governments representing different party ideologies may prefer to support different dimensions of generosity. Some municipalities could have a liberal attitude to eligibility rules but be strict on time limits and the amount of money provided. Others may be generous regarding time limits or amounts received once one is accepted as a welfare client. Data from the mid 1990s indicate the variation in support is related to different generosity dimensions for different party groups. While the total number of clients seems unrelated to politics and basically correlates with local social problems, the duration and amount of support are related to the political composition of the municipality assembly. Devoid of any large variation, both time limits and the amount of support increase in accordance with socialist leanings, and the total budget used for social welfare support also increases with the proportion of women in the municipality assembly.  相似文献

This study examined individual differences in the relations among preadolescents' sociomoral understanding and self-understanding, teacher and peer ratings of school behavior. Two hundred and thirty-nine preadolescents (M = 11.9 years; 127 girls and 112 boys) completed tasks concerning perceptions of competence, vocabulary, and peer-rated social competence. Students also participated in a story-telling interview that assessed sociomoral understanding and self-understanding. Results indicated links between various self-concept dimensions and (a) teacher ratings of academic competence, peer aggression (both physical and relational), and prosocial behavior; and (b) general vocabulary ability. Both sociomoral understanding and self-understanding were found to be linked to perceived academic competence for boys only. Independent of vocabulary ability, girls scored higher than boys on perceived behavioral conduct, teacher ratings of relational aggression (Grade 6 only), and self-understanding, particularly a sense of self-agency. Content analysis showed that girls were more likely than boys to refer to their parents when discussing their sense of self-agency. Independent of vocabulary ability, boys scored marginally higher than girls on sociomoral understanding. Results are discussed in terms of curricular implications for inter- and intrapersonal understandings.  相似文献

Under investigation were effects of a course in sex education on a population of emotionally disturbed adolescents who were enrolled as day patients in a school program that is part of the Adolescent Treatment Program of the Institute of Pennsylvania Hospital. Pre- and posttesting of knowledge and attitudes and staff observation were used to measure changes. The results of the study indicated that patients responded age appropriately and gained knowledge and an increased openness about sexuality issues. In addition, there was no regression nor dysfunction as a result of the materials presented, and therapeutic and educational processes were not disrupted by the patients' involvement in the course. It was concluded that a sex education course is clinically and educationally useful on many levels within a therapeutic setting.Received M.S. from University of Pennsylvania. In Britain, women academics occupy an elite position and therefore have not excited much feminist sympathy. Yet when compared to their male counterparts such women are clearly disadvantaged. This paper analyses three persistent problems British women academics typically encounter. The first involves the coordination, over time, of demands of two ‘greedy institutions’: home and work. The second is the management of colleague relations while occupying token status in a department. The third is the task of understanding and confronting biases reflecting male dominance in what is considered acceptable professional knowledge and practice. What links all three is the marginality, the ‘otherness’ of women academics. Their vulnerability is high and their political potential low; yet by advancing feminist scholarship they can turn their talents to good use.  相似文献

The debate over the association between wives?? relative income (WRI) and marital quality remain controversial in the west; however, this important research area has been surprisingly under-studied against the backdrop of the fast socioeconomic transition in contemporary China. Using 763 urban Chinese wives, this study examined both the mediating and the moderating role of perceived equity between WRI and marital quality. Hierarchical multiple regression indicated that urban Chinese wives?? relative income had a negative impact on their marital happiness and a positive impact on marital instability to a small extent. The mediating role of perceived equity was not supported in this study; however, perceived equity could buffer the positive effect of wives?? relative income on marital instability, especially for higher-earning wives. This study contributes to understanding wives?? socioeconomic resources and marital quality from an equity perspective in the Chinese context and generates implications for cross-cultural research on perceived equity. It also serves for marital counseling on improving higher-earning wives?? perception of fairness as well as family?Cfriendly policy making.  相似文献

This article explores racial disparities between assisted housing outcomes of black and white and white households with children. We compare the assisted housing occupied by black and white households with children, and examine whether young adult education, employment, and earnings outcomes in 2011 differ between blacks and whites who spent part of their childhood in assisted housing in the 2000s. We use a special version of the Panel Study of Income Dynamics (PSID) that has been address-matched to federally assisted housing, and the PSID’s Transition to Adulthood supplement, along with geocode-matched data from the U.S. Census Bureau, American Community Survey (ACS), CoreLogic real estate data, and U.S. Department of Housing and Urban Development (HUD). Statistical methods include difference in means, logit and general linear models. We find no evidence of racial disparities in the type of assisted housing program, the physical quality of project-based developments, or the management of public housing developments in the 2000 decade. But black households with children are more likely to live in assisted housing that is located in poorer quality neighborhoods. Multivariate tests reveal that the worse outcomes of black young adults compared with whites disappear once socioeconomic differences are taken into account. The discrepancy in assisted housing neighborhood quality experienced by black and white children makes no additional contribution to predicting young adult outcomes. Nonetheless, black children living in relatively better assisted housing neighborhoods tend to have better outcomes in young adulthood than those who live in poorer quality assisted housing neighborhoods. We discuss sources of racial disparity in neighborhood quality, and the policies enacted and proposed to address it.  相似文献

Counter‐knowledge refers to flaws in citizens' mental models arising from utilization of rumours, inappropriate knowledge structures, outdated routines or procedures. When counter‐knowledge is applied to civil servants, it may result in problems of efficiency, equity and motivation. This paper examines the relationship between counter‐knowledge and open‐mindedness to model a framework for improving city marketing and policy development. This study tested two measurement models. While the theoretical model represents the effect of counter‐knowledge on city marketing and that the latter has a negative effect on open‐mindedness, the alternative model involves that counter‐knowledge has a positive indirect impact on open‐mindedness. These relationships are examined through an empirical investigation of 203 Spanish city halls. The results show a potential positive indirect effect of counter‐knowledge on open‐mindedness through city marketing programmes. This paper clarifies the existing literature, which tries to contribute to the discussion of city marketing, and helps us to obtain meaning out of the relationship between counter‐knowledge, city marketing and open‐mindedness.
