Interstate Banking: Current Status and Unfinished Agendas

In 1986, most of the centuries-old barriers against interstatebranch banking fell. By the end of the year, thirty-seven stateshad passed legislation authorizing some form of interstate branchbanking. Moreover, two federal judicial decisions had clearedthe way for interstate banking by restricting state regulatoryauthority over interstate branch banking when it is conductedeither through a shared-use automatic teller machine or by a"nonbank bank." These developments have dramatically changedthe nature of the business of banking, creating an entirelynew legislative agenda for states. High on the list of the itemsthat states must now consider are regulatory and tax parityamong competing financial institutions; multiple taxation offinancial institutions that do business in several states; taxavoidance by out-of-state banks; and out-dated jurisdictionalstandards.     

Field Independence–Dependence and Self-Esteem in Preadolescents: Does Gender Make a Difference?

This study investigated the relationship between field independence–dependence (FD) and self-esteem in preadolescent girls and boys. Sixty-three Grade 6 students (33 girls, 30 boys) completed the Group Embedded Figures Test [H. Witkin, P. Oltman, E. Raskin, and S. Karp (1971). A Manual for the Embedded Figures Test, consulting Psychologists Press, Palo Alto, CA] and the Self-Esteem Inventory [S. Coopersmith, (1967)]. The Antecedents of Self-Esteem, W. H. Freeman, San Francisco, CA]. Results indicated that, contrary to prediction, girls did not have lower self-esteem than boys. The hypothesis that field independence and self-esteem correlated negatively for girls and positively for boys was confirmed. The implications of these findings for educational practice and future research are discussed.     

Educational efficiency in the Caribbean: a comparative analysis

With a rapidly growing population and limited resources, accountability has taken on increased importance, especially in the area of public management. To assess the effectiveness of public spending on education in the Caribbean, this article compares performance in five Caribbean nations, looking at input indicators such as the teacher–pupil ratio, expenditure per pupil, the number of adequately trained teachers as a proportion of total teaching staff, and public commitment to education. It analyses their impact on output indicators, including performance in English and mathematics, the repetition rate, and survival rate to the final grade in school. The article concludes that the levels of efficiency in the development of human capital in the Caribbean are very uneven, and that serious challenges face Caribbean countries as they seek to maximise the returns on their investment in education.     

Exploring Factors Which Lead to Successful Reunification in Domestic Violence Cases: Interviews with Caseworkers

This exploratory study investigated factors that Child Protective Service caseworkers believe lead to change for the domestic violence abuser and victim, and ultimately lead to success in terms of reunifying children who have been removed from their parents due to domestic violence. In-depth interviews with six caseworkers examined both successful reunification cases and unsuccessful reunification cases. The interview was structured around three areas of interest: services, the caseworker’s relationship with the parents, and social supports, in order to identify variables that may influence the family’s ability (or inability) to make the necessary changes for reunification with their children. Results revealed that successful reunifications took place within the families who fully engaged in services, admitted the issues within the family home, set clear boundaries with each other, and sought and maintained an appropriate support system. Implications for caseworkers involved with families experiencing domestic violence, as well as directions for future research, are discussed.     

Anion Identification via Complexation with meso‐octamethylcalix(4)pyrrole and Detection Using Electrospray Ionization Mass Spectrometry*

Abstract: The routine identification of controlled substances and adulterants during forensic chemistry analysis often involves the identification of counter ions or salt forms present in an exhibit. Here, the use of the compound meso‐octamethylcalix(4)pyrrole (C4P) during salt‐form identification analysis is presented. C4P is a commercially‐available, anion‐binding agent that can be reacted with a controlled substance or adulterant, resulting in the sequestration of anionic species, usually present as counter ions to the active ingredient. Formation of noncovalent complexes between the cyclic host C4P compound and anionic guests is investigated using electrospray ionization–mass spectrometry (ESI–MS). Complexes with chloride, bromide, iodide, nitrate, and acetate are readily observed and mass spectrometry analysis provides identification via molecular weight characterization. Chloride and bromide complexes are also characterized by the isotopic distribution of their molecular ions. Formation of host–guest complexes is not observed for sulfate and phosphate salts, presumably due to steric hindrance and energetically unfavorable conditions.     

Ethnicity and risk for symptoms of posttraumatic stress following intimate partner violence: prevalence and predictors in European American and African American women

The present study uses a feminist theoretical framework to explore risk factors for the development of posttraumatic stress symptoms following intimate partner violence, with a community sample of 120 low-income European American and African American women. Hierarchical regression analyses were used to examine demographic, violence, and mental health variables that predict posttraumatic stress symptoms. The data reveal that African American women report lower levels of posttraumatic stress symptoms than do their European American peers. This difference was observed despite the presence of more empirically identified risk factors for African American women. Regression analyses show that symptoms of depression increase risk for posttraumatic stress for both groups. However, a difference was observed such that past victimization increase risk for only European American women, whereas amount of psychological violence in the previous year increases risk for only African American women. Potential explanations for observed ethnic differences are offered.     

Micellar electrokinetic chromatographic screening method for common sexual assault drugs administered in beverages

Recently, much attention has been given to benzodiazepines and gamma-hydroxybutyric acid (GHB) related compounds owing to their alleged widespread use as date-rape drugs. Toxicologists would greatly benefit from a screening method that allows for the simultaneous detection of both groups of substances. A new capillary electrophoresis (CE) method has been developed in the micellar mode to accomplish this separation in under 16 min using a sodium dodecyl sulfate (SDS)/sodium tetraborate/boric acid buffer with an acetonitrile organic modifier. Optimization of SDS and organic modifier concentration, along with pH, were performed on a set of standards containing eight benzodiazepines, GHB, gamma-butyrolactone, and the internal standard, sulfanilic acid. The method was shown to have a detection limit of less than 2 microg/ml for five out of eight benzodiazepines with a linear range of 2.5-100 microg/ml. The detection limit for GHB was 32 mg/ml with a linear range to 2500 microg/ml. This method was applied to the rapid analysis of spiked beverages. GHB spiked beverages were monitored after using a series of simple dilutions to determine the effects of time on the drug analysis. Possible interfering peaks from drugs of abuse and artifacts from a variety of different drink combinations were also studied in detail. A one-step liquid-liquid extraction was the only necessary sample pretreatment.
