Einleitung: Subsidiäres Staatshandeln in modernen Gesellschaften

En s'interrogeant sur la manière dont un Etat central, dans un système fédéraliste, parvient à redéfinir la réalité sociale, l'article analyse la dimension symbolique de l'action publique et ses modes de légitimation. L'auteur présente la transformation de la politique de protection de la nature et du paysage qui se manifeste tant au niveau de la répartition du pouvoir fédéral, qu'au niveau de la représentation symbolique du territoire. A l'aide d'une étude de cas, il analyse la démarche mise en place par l'administration fédérale et cantonale en vue de légitimer cette politique auprès des communes et des groupes d'intérêts locaux. Celle-ci était basée sur des procédures discursives. Si ces modes de légitimation secondaires conduisent à la reproduction des inégalités propres au champ de la politique, ils favorisent néanmoins une transformation de la perception de la nature et du paysage à l'aide d'échange de normes et de valeurs entre les différents acteurs. Un tel mode d'intervention de l'Etat central au niveau local peut être interprété comme un type de subsidiarité réflexive.     

Jobs and buy local programs: expected employment effects of public-sector import-substitution in Chicago

This article uses a modelling approach to project the effects of a public sector urban import-substitution program called Buy Chicago. The City of Chicago would redirect its non-local procurement back to Chicago firms to reach a 90 percent local-buying goal with the intention of creating jobs, revenue and economic growth. The employment generated from Buy Chicago was projected by a computer-driven simulation and forecasting model developed by Regional Economic Models Incorporated which simulates the structural and behavioral characteristics of the Chicago region. Six alternative behavioral scenarios for Buy Chicago were developed, and employment projections were developed for each. Under the worst case scenario, the program would create substantial numbers of jobs, be substantially self-financing, and increase imports as a function of induced economic growth.     

Accountability Mechanisms in Public Services: Activating New Dynamics in a Prison System

ABSTRACT

This qualitative study analyzes the activation of accountability mechanisms in public services and the changing dynamics between relevant actors. It remains unclear how accountability relationships emerge, when they are introduced, and under which circumstances administrative values are challenged over the course of administrative reforms. Our analysis of a Brazilian state prison system elucidates some of these elements by investigating a case in which an institutional crisis resulted in administrative reforms and new accountability dynamics. Our findings suggest that initiating accountability reforms before some services reach the level of severe crisis may be particularly difficult. We demonstrate that the development of accountability relationships is largely influenced by prominent actors capable of strategizing their actions in a collaborative fashion with other stakeholders. Additional layers of external regulation are also crucial to reduce the risks of political and regulatory capture, engage previously absent stakeholders, activate accountability mechanisms, and make reforms possible.

Etat incitateur ou “deuxième ville”: l'animation socioculturelle à Genève

Cet article propose une analyse du paysage hétéroclite de l'animation socioculturelle à Genève. À partir d'un aperçu historique de son développement, les auteurs proposent une typologie, distinguant l'animation “d'allégeance” basée sur des valeurs et des formes d'intervention traditionnelles, l'animation “de gestion” caractérisée par la professionnalisation de l'intervention, l'animation “de conscientisation” en coopération conflictuelle avec les instances étatiques et, enfin, l'animation “indépendante” insérée dans des niches culturelles. Cette typologie nous permet de souligner d'une part des transformations dans l'action de l'Etat, qui développe des activités incitant à l'animation auto-organisée à la place des interventions planificatrices du social et, de relever d'autre part la variété dans la pratique d'animation qui se situe entre dépendance étatique complète et deuxième ville. Les conséquences de ces transformations seront discutées du point de vue de leur contribution à la création de nouveaux espaces publics urbains, ainsi que de l'effet de la diversité dans l'animation sur la diffusion du lieu de la politique dans la société.     

Shooting distance estimation for shots fired by a shotgun loaded with buckshot cartridges

The present study was carried out to clarify the problem of shooting distance estimation, by studying shots fired with buckshot ammunition in 12 gauge shotgun.For this purpose, the pattern diameter (PD) and the distances between buckshot (DBB) within the pattern were evaluated.Experimental shots were carried out with three differently choked barrels: full, half and cylinder; Winchester-Western OOB and OB buckshot ammunition were used.The results show that the estimation of shooting distance, based on the present parameters, is scarcely reliable especially when this estimation must be calculated on the basis of only a few wound holes on which measurements are made.     

A case of decapitation in Canosa, South Italy (5th-6th century A.D.)

The authors present the case of an adult male (20-25 years) with a stature of 175 cm and a body mass of 68 kg, showing many wounds caused by both stabbing and cutting weapons. The subject was found in a tomb in the archeological area on the hill of San Pietro (Canosa, Bari), where there is a Paleo-Christian site dating back to the 6th-7th century a.d. The skeleton shows clear signs of decapitation, due not to an execution but to a fight during a battle.
