思想政治教育资源规定和影响着思想政治教育的过程、任务、内容、方法、领导与管理等方面。当前,我国在构建社会主义和谐社会过程中,思想政治教育资源的整合功能变得十分重要。我们要加强家庭、学校、社会等思想政治教育资源的整合作用,提高其运用的有效性与科学性。     

“钓鱼执法”与“后钓鱼时代”的执法困境 网络群体性事件的个案研究

作为一种执法方式,"钓鱼执法"根源于许多复杂的社会因素,尤其是因出租车管制而加剧的黑车泛滥以及由"取证难"引起的执法难题。上海"9·6事件"和"10·14事件"发生后,不负责任的专家意见、情绪化的媒体舆论以及政府有关方面的应对失误等多方面因素错综交织,把两起普通的"错钓案"放大为网络群体性事件。叫停"钓鱼执法"的直接后果是迫使执法机关陷入"后钓鱼时代"的执法困境,而复活"机会提供型"的"钓鱼执法"、规范"私人执法"、重新界定"非法运营"则是突破困境的法律对策。     

对国际形势和中国外交的一些看法与思考

一、国际金融危机影响深远 国际金融危机爆发已过去两年多了，但其影响还在发酵，余波还在扩大。这不仅是一场经济危机和金融危机，更是一场深刻的政治危机、思想危机、体制危机和秩序危机，是资本主义社会政治、经济矛盾长期积累必然导致的结果。     

Simultaneous analysis of d-3-methoxy-17-methylmorphinan and l-3-methoxy-17-methylmorphinan by high pressure liquid chromatography equipped with PDA

d-3-Methoxy-17-methylmorphinan (Dextromethorphan, DXM), which is a structural analog of morphine and codeine, has been widely used as a non-narcotic antitussive agent. It is a safe drug in therapeutic dose and does not produce analgesic effects, while its enantiomer, l-3-methoxy-17-methylmorphinan called levomethorphan (LXM) is a potent narcotic analgesic. DXM has been widely abused in Korea due to its hallucinogenic effect in large doses; therefore, the health authorities have regulated its use as a psychotropic agent since 2003. As its abuse has been serious, a possibility that DXM would be smuggled into Korea has also increased. Moreover, it has been suspected that there was the possibility of the adulteration or substitution of DXM with LXM due to their chemical similarities. Therefore, it was necessary for us to establish the enantiomeric separation of DXM and LXM. In this study, a liquid chromatographic method using a chiral column capable of separating stereoisomers of DXM as well as analyzing the major metabolites of DXM, 3-methoxymorphinan, 3-hydroxymorphinan, and 17-hydroxymethylmorphinan was developed. The validation of a method was studied through repeatability of retention times. Using this method, 32 confiscated DXM samples were analyzed to identify the enantiomers of DXM. As a result, DXM was detected in all samples and there was no evidence of the adulteration or substitution of DXM with LXM. Nevertheless, the stereochemical analysis of DXM and LXM is important not only to identify starting materials for illegal drug manufacture but also to understand the trends of abused drugs.     

Three Traditions of Network Research: What the Public Management Research Agenda Can Learn from Other Research Communities

This article identifies and describes the development of three parallel streams of literature about network theory and research: social network analysis, policy change and political science networks, and public management networks. Noting that these traditions have sometimes been inattentive to each other's work, the authors illustrate the similarities and differences in the underlying theoretical assumptions, types of research questions addressed, and research methods typically employed by the three traditions. The authors draw especially on the social network analysis (sociological) tradition to provide theoretical and research insights for those who focus primarily on public management networks. The article concludes with recommendations for advancing current scholarship on public management networks.     

贪污贿赂犯罪数额的确定

近年来查办贪污贿赂犯罪案件工作中存在起刑点标准不一,定罪数额标准越提越高,犯罪数额对量刑无足轻重,以致影响国家刑事法律在对贪污贿赂犯罪案件中的统一正确实施,影响司法公正的现象.通过剖析立法中存在的缺陷及其表现形式,提出了"应以当地国家工作人员年度平均工资为参数,以动态表述的方式在立法上确定贪污受贿犯罪数额"的观点.     

Wage subsidies as a labour market policy tool

In this paper, the author argues that wage subsidy is a valuable policy tool in the face of structural changes such as would result from the removal of tariffs, or in the face of a need to assist the disadvantaged or redress distributional inequity. After discussing wage subsidies that target specific segments of the population, which has the potential to improve both static and dynamic efficiency, the author goes on to discuss and contrast his universal wage subsidy proposal with the negative income tax and the minimum wage legislation, all of which are designed mainly for distributional purposes.
