利率市场化条件下中小企业的融资问题

利率市场化是当前我国金融体制改革的重大举措。对重要经济主体之一的中小企业而言,实施利率市场化政策后,其融资行为必将发生巨大变化。同时,中小企业经营理念的转变、地方中小金融机构的组建、政府管理制度和措施的完善等势在必行。     

充分发挥资源优势,培育旅游产业新亮点

峨边彝族自治县位于四川西南小凉山区,全县幅员面积2395平方公里,辖6镇、13乡,129个行政村,总人口14.5万人,其中彝族占31％。林、水、矿、旅游是峨边的优势资源。 一、发展旅游产业是我县调整产业结构,实施跨越式发展的现实选择 改革开放以来,峨边始终坚持“以林养水、以水办电、以电兴工、以工补农”的十六字经济发展方针,充分发挥林、水、矿资源优势,大力发展水电和高耗能工业,不断培育和壮大了水电、冶金、化工、建材四大产业,在短短的十几年内,经济和社会发展取得了显著成绩。2001年,国内生产总值实现64326万元,连续六年国内生产总值保持年均增长10％以上。但是随着经济的纵深发展,全县经济结构性矛盾凸现,发展后劲不足的问题已初现端倪。天然林禁伐后,曾是峨边县域经济重要支柱之一的林业经济已经失去,水电和高耗能工业成为了县域经济唯一的支柱,虽然目前水电和高耗能工业发展较好,对县域经济起到了支撑作用,但从长远看,水电资源开发在完成官料河流域中型电站群梯级开发,水电装机达到30万千瓦后,其开发潜力将极其有限,高耗能工业在变压器容量达到30万千伏安后,其发展空间也将大大受限。全县经济急需寻找新的产业支柱。旅游作为新兴的朝阳产业,在世界各地迅猛发展。四川正在建设旅游大省,乐山     

和谐社会视域下的生态问题探微

加强生态建设,保护自然资源和生态系统,维护生态安全,促进经济社会可持续发展,是人类社会发展的客观要求,正在成为当今世界的共识。通过加强生态建设构建生态文明,是当今人类社会孜孜以求的非传统模式的人口、经济、社会、环境和资源相互协调发展道路的本质与核心。     

西部欠发达地区构建和谐社会的法律思考

实现区域经济与社会发展的有机协调与相对平衡，是构建社会主义和谐社会的题中应有之义。针对西部欠发达地区自然地理特征、经济发展水平、人文状况等多种特殊性因素，西部欠发达地区法治建设目前应重点就解决农村社会保障问题、处理好国家法与民族习惯法的关系、实现民族区域自治与社会稳定、保护生态环境等方面进行法律制度创新。同时，应着力培育社会公众的法律意识和法律信仰。     

Power and Cognitive Accuracy in Local Emergency Management Networks

Using network power bases and cognitive accuracy concepts, this study examines two local emergency management network changes. The authors review five power bases—structural-based, resource-based, actor-based, cognitive-based, and political-based power—to explore the perceived power of network actors. Three research propositions are proposed with respect to the relationship between the network power bases and the cognitive accuracy of network participants. The authors find that political-based power is strongly correlated with perceived power. The article concludes with future research questions and directions for advancing current scholarship on emergency management networks.     

Developmental trends in television coviewing of parent-child dyads

In this study, long-term trends in joint parent-child television viewing are taken as prototype for developmental changes of the parent-child relationship during adolescence. To describe and compare trends of television coviewing in different configurations of family members, trajectories of daily television viewing, tmeasured with Nielsen-type people meters over a time period of three years, were analyzed using time series methods. The findings show the transferability of hypotheses about general developments in relations between the generations on coviewing behavior of adolescents aged 14–16 with their parents to predict differential declines in the four parent-child dyads.Received Ph.D. from Free University of Berlin in 1976.
