In democratic societies there is a tension between maximizing ballot access and minimizing voter fraud. Since the 2000 presidential election, this tension has been central to discussions about election reform at the national, state, and local level. We examine this tension by focusing on the implementation of voter identification laws in one state that has experienced significant issues in recent elections, and that is currently implementing election reform: New Mexico. We hypothesize that Hispanic voters are more likely to show some form of identification than other types of voters. Using a voter data set from New Mexico's First Congressional District in the 2006 election, we find that Hispanic, male and Election Day voters are more likely to show some form of identification than non-Hispanic, female and early voters. In addition, using an overlapping study of Bernalillo County 2006 poll workers, which almost entirely overlaps with the First Congressional District, we find no evidence that differences in poll worker partisanship or ethnicity produce differences in voter identification procedures. Our findings suggest that broad voter identification laws, which may be applied unequally, may be perceived as discriminatory.  相似文献

An emerging literature has documented the challenges that formerly incarcerated individuals face in securing stable housing. Given the increasingly unaffordable rental market, rental subsidies represent an important and understudied source of stable housing for this population. The existing literature has described substantial discretion and a varied policy landscape that determine former prisoners’ access to housing subsidies, or subsidized housing spaces that are leased to members of their social and family networks. Less is known about how former prisoners themselves interpret and navigate this limited and uncertain access to subsidized housing. Drawing on data from repeated qualitative interviews with 44 former prisoners, we describe the creative and often labor-intensive strategies that participants employed to navigate discretion and better position themselves for subsidized housing that was in high demand, but also largely out of reach. Our findings also illustrate the potential costs associated with these strategies for both participants and members of their social and family networks.  相似文献

Given the potential political and social significance of conspiracy beliefs, a substantial and growing body of work examines the individual‐level correlates of belief in conspiracy theories and general conspiratorial predispositions. However, although we know much about the psychological antecedents of conspiracy endorsement, we know less about the individual‐level political causes of these prevalent and consequential beliefs. Our work draws from the extant literature to posit that endorsement of conspiracy theories is a motivated process that serves both ideological and psychological needs. In doing so, we develop a theory that identifies a particular type of person—one who is both highly knowledgeable about politics and lacking in trust—who is most susceptible to ideologically motivated conspiracy endorsement. Further, we demonstrate that the moderators of belief in conspiracy theories are strikingly different for conservatives and liberals.  相似文献

This study examines the predictors of precounseling attrition, incounseling attrition, and duration of attendance in 2 group programs for men who batter. Predictors of precounseling attrition were a history of child abuse, being non-White, and having more self-reported anger. Younger age and antisocial personality were significant predictors of attrition during counseling in both logit and Zero Inflated Poisson regression analyses. We further identified predictors of attrition by type of group treatment. In cognitive–behavioral groups, younger age, no reports of violence in childhood, and antisocial personality were significantly related to attrition. In process-psychodynamic groups, low income was related to attrition. Program and research implications of these findings are discussed.  相似文献

东亚合作更多地表现为一种地区多边合作的过程。作为东亚的一个成员,和平发展的中国无疑是东亚区域合作最重要的动力源之一。从地缘上看,美国不属于东亚范畴。但基于历史原因和美国独特的地位,东亚合作进程又不可能排除美国的影响,甚至需要美国建设性的参与。因此,东亚合作一方面是一个内部一体化的过程,另一方面也涉及到一个对外部开放的问题。如何评估东亚合作进程中的中国的作用、美国对东亚合作进程的影响以及东亚合作背景下中美关系的前景等已经成为学界研究的一个热点。为此,中国国际关系学会、外交学院、美国乔治.华盛顿大学联合举办了“东亚地区合作与中美关系”国际研讨会(2005年11月),中美双方学者就此展开坦诚的对话交流。在会议讨论的基础上,我刊以笔谈形式整理刊发部分学者的观点,以飨读者。  相似文献

States routinely provide support and assistance to their corporate nationals in their global trade and investment ventures. While states may not intend to allow corporate nationals to violate human rights in their extraterritorial operations, by their actions or omissions, states may facilitate, or otherwise contribute to, a situation in which such violations by a corporation occur. This article investigates the extent to which the extraterritorial activities of transnational corporations (TNCs) that violate international human rights law can give rise to home state responsibility. The analysis shows that home states of TNCs have obligations under international law in certain situations to regulate the extraterritorial activities of corporate nationals or the latter's foreign subsidiaries and can incur international responsibility where they fail to do so.  相似文献
