The one-third rule: Learning about the net economic benefit of a subsidy from a single observation

The subsidization of a natural monopoly is justified on welfare-economic grounds if the resulting total economic surplus exceeds total costs. Using rather standard assumptions, a simple check, managing with a minimum of information and, in particular, without virtually any knowledge of the demand curve, is developed which is capable of confirming an existing economic case for subsidization.     

Changing security cultures in Europe and Southeast Asia: Implications for inter-regionalism

Recent development in Southeast Asia demonstrates a slowly but steadily changing security culture from, first, an informal, consensus-based and often hidden way of managing security to a more open and explicit discourse and, second, from a statist realist definition of security as hard or military security to a broader, liberal understanding that covers the whole spectrum of human, economic and environmental security. This security culture in the making also touches upon formerly tabooed issues such as sovereignty and humanitarian intervention. The paper argues that the new approach has removed obstacles in relations between Europe and East Asia and contributed to the emergence of security as a cornerstone of the co-operation agenda since 1998. At the same time, however, a rapid translation of the inter-regional discourse on security into a working programme or even specific policies is hindered by the prevalence of diverging views on the nature, scope and degree of institutionalisation in Europe-East Asia relations.     

Contests Among Bureaucrats

This paper deals with double lobbying: several bureaucratsparticipate in joint lobbying to get a high total departmental budget, butthey also engage in antagonistic lobbying to reap as high a share of thetotal budget as possible. The antagonistic lobbyingconstitutes a contest among the bureaucrats. This papercharacterizes the Nash equilibria in lobbying and shows inwhich way exogenously fixed bureaucratic incomes induce thesame or different lobbying behavior as incentive incomes.     

Feminist consciousness vs profit—an unsolvable contradiction?

To survive in the capitalist system (which we are still part of), we have to deal with money, and in order to keep our projects going we have to make profit. The cold principles that rule the market will often clash with our feminist ideas of humane collectivity, but I will argue that we better face these conflicts and integrate them in our work structures, because the system sneaks in anyway and finds us unprepared and fighting with each other.     

Destruction of intracerebrally applied red blood cells in cervical lymph nodes. Experimental investigations

In rabbits, intracerebrally applied erythrocytes can move with the cerebrospinal fluid along connecting pathways between the subarachnoid space and the cervical lymph nodes. This study compares the time dependency for the degradation of intracerebrally injected erythrocytes in the brain as well as in the cervical lymph nodes. Rabbits were killed at various predetermined intervals after the intracerebral erythrocyte injection. Microscopic and histologic examination of the brain and the cervical lymph nodes revealed the following findings: (1) Erythrophages first appeared in the brain 24 h after the injection; siderophages, 4 days after the injection. Siderophages were still demonstrable at the conclusion of the study, i.e. 240 days after the injection. (2) In the cervical lymph nodes erythrophages were first observed 1 h after the injection; siderophages, 9 h after the injection. Only isolated erythrophages and siderophages were found in the lymph nodes 12 days after intracerebral injection of red blood cells. Later on no erythrocytes or siderophages were observed in the lymph nodes. The findings indicate that non-phagocytized red blood cells arriving at the lymph nodes were ingested by local macrophages. The extremely rapid ingestion and digestion of the red blood cells by lymph node macrophages as well as the possible reasons were discussed.     

References for determining the time of death by potassium in vitreous humor

The different statements concerning the slope and intercept of the regression line and the 95% limits of confidence are the reason that potassium in vitreous humor is not used (at least in Germany) as an aid in estimating the time of death. The relationship between the concentration of potassium and the time of death is mainly influenced by antemortem electrolyte imbalances caused by disease and/or duration of terminal episode. The influence of terminal episode is best identified by its duration (Adelson et al., J. Forensic Sci., 8 (1963) 503–514). In order to have a method suitable for every case and to be as precise as possible we looked therefore for parameters in vitreous humor which were stable postmortem and indicating antemortem electrolyte imbalance. Urea is such a parameter, being stable postmortem (Coe, Am. J. Clin. Pathol., 51 (1969) 741–750) and useful as a marker of antemortem electrolyte imbalance. Our investigations on potassium in vitreous humor, including sudden and hospital deaths after chronic lingering disease, revealed 95% limits of confidence of ±34 h up to 120 h postmortem. Reviewing only cases with urea less than 100 mg/dl the 95% limits of confidence could be reduced to ±22 h. Considering the duration of terminal episode (<6 h) the precision was ±20 h. In this way our modified procedure is suitable for every case with the resulting precision of estimation being determined only by the duration of the terminal episode and urea concentration.
