This essay offers both a critique of the theory and practice of criminology and an alternative programme via a sketch of a cultural criminology utilising cultural and literary analysis. The first part of the essay calls for the problematisation of the issues of value and representation in the criminological project and offers a competing account of the theoretical basis of the project of criminology based upon a cultural politics of difference and the ethics of radical alterity. The second part of the essay is a demonstration of how this theoretical basis might operate in practice through a cultural criminological reading of Maurice Blanchot's novelThe Most High (1948, 1996). This novel is an account of the relationship between language and transgression in a totalitarian society at the end of history. An alteration in the discursive practices of the criminological project premised upon a competing theoretical perspective suggests that criminology (specifically the relation between law and transgression, deviancy and regulation) can become an important element in explanations regarding the organisation and disorganisation of contemporary urban culture utilising the strengths of its prior application (specifically narratology) and abandoning its fear of culture.  相似文献

This article focuses on the relationship between inequality and fertility, with empirical analysis only of direct influences. Whereas much of the literature seems to be based on 0-order correlations, the present study uses multiple regression analysis to test the strength of the evidence for a relationship between inequality and fertility when competing hypotheses are also considered. In addition, this study attempts to clarify some of the issues surrounding the measurement of inequality and to show how these may affect empirical results. It appears from the results presented here that research into the relative status of women as an influence on fertility holds considerable promise. In particular, it is interesting that a measure of the relative status of women (ratio of female school enrollment to male school enrollment) that is highly correlated with absolute educational status of people in the nation in general, and even more highly correlated with absolute educational status of women, emerges as one of 3 important predictors of fertility. The other measure of the relative educational status of women (female school enrollment ratio minus male school enrollment ratio), which has lower correlations with absolute educational status both of women and people in general, does not appear important, although it should be an equally valid indicator of women's status. It also has lower correlations with total fertility rates. 1 focus of further research should be an attempt to disentangle the effects of the relative status of women from absolute status of women and absolute status of people in the nation as a whole. Less promising is the prospect of future work on the relationship between income inequaltiy and fertility. The results are unencouraging with respect to both sampling problems and the actual magnitude of the effect of inequality on fertility. Overall, it appears that the importance of income inequality as an influence on fertility may have been overstated in the past.  相似文献

This article uses a comparative case study approach to relate policy outcomes in terms of family planning to the patterns of political forces observed in the 3 Maghrib states of Algeria, Morocco, and Tunisia. It is suggested that official support for a strong family planning program may be linked to recognition of the problem of low labor absorption and to concrete steps taken to counter the problem. The article discusses different vantage points for approaching the political context of family planning and distinguishes between the use of family planning as an instrument of social policy and as an instrument of economic policy. Ideological reasons for opposition to or support of family planning are then outlined. The colonial experience of the 3 states is differentiated and a chronological account of their family planning programs is provided. The political systems and leadership of the 3 countries are separately discussed in greater detail, after which the influence of elite groups on family planning programs and activities in each country is assessed. Developments in the 3 countries since 1978 are then sketched. The author concludes that the relative importance of policies toward employment and women's status in connection with support for family planning has probably varied over time, with economics playing a greater role in the 1970s. The activities of non-regime political actors were found to be very significant in formulation of population policies in Algeria and Morocco but less so in Tunisia.  相似文献

Ronald Wintrobe (1990, 1998) has recently provided atheoretical foundation for estimating equations that attemptto explain the dependence of civil liberties and politicalrights in non-democratic regimes on the history of economicgrowth. This theory suggests that data from different kinds ofnon-democratic countries should not be pooled without allowingcoefficients to vary with regime type. It also placesinteresting restrictions on the signs of the coefficients ofeconomic growth in equations explaining freedom in the typesof regimes Wintrobe identifies. In this paper, we employ theserestrictions to test Wintrobe's theory. Some additionalhypotheses about the difference between democratic andnon-democratic regimes and about the role of education, notconsidered by Wintrobe, are also investigated.The results indicate clearly that the relationship between thedegree of freedom – as measured by the sum of the Gastilindexes of civil liberties and political rights – andeconomic growth varies significantly across all types ofregimes. Totalitarians (that attempt to maximize power) areclearly different than tinpots (that just attempt to maintainpower) in this respect, and non-democratic regimes differ fromdemocracies. Other aspects of the theory are partiallyconfirmed. In particular, in totalitarian regimes, positivegrowth reduces freedom, and negative growth increases it insome specifications. The theory predicts the opposite patternfor tinpots, and we do find that negative growth reducesfreedom in tinpot regimes. However, positive growth in tinpotsalso appears to reduce freedom in some cases, which is not inaccord with the theory. Secondary schooling has a positive effect on freedom, as inprevious empirical work, a result that is shown here to holdeven when each type of regime is considered separately. Butthe effect of primary schooling is different: in tinpot andtotalitarian regimes, but not in democracies, primaryschooling is associated with reduced freedom.  相似文献

In congressional debate on China‐related issues, alliances of partisans of single issues of high symbolic significance to some Americans insist vocally on strongly negative views of China that often caricature a complex society and foster unconstructive moralizing rather than analysis of the problems that they address. By demonizing China they obstruct the formulation and maintenance of a coherent American policy toward China and weaken Congress' contribution to making US policy. Members of Congress who favor engagement and look to a future in which they hope economic and political reform will grow in a China benefited by trade, foreign investment, and a peaceful international environment cannot display the moral certainty affected in congressional debates by the most outspoken critics. A variety of reasons underlie the demonizing of China in Congress, including some ignorance (willful or not) and reliance on lobbyists and poorly informed staff. Distorted images deform the contribution that Congress makes to the formulation of US China policy and cloud the perceptions of China held by some members and, derivatively, by many of their constituents among the American people.  相似文献

The Personal Responsibility and Work Opportunity ReconciliationAct of 1996 (PRWORA) generated renewed interest in welfare racesto the bottom as states received greater discretion over eligibilitystandards for new residents. Despite U.S. Supreme Court decisionsfinding welfare-residency requirements unconstitutional andmounting empirical evidence that welfare benefits do not attractpoor migrants, state policymakers have enacted welfare-reformplans that treat newcomers differently as authorized in PRWORA.This article reviews the existing research on welfare migration,current state-residency requirements, and central constitutionalissues surrounding such requirements. With the likelihood thatcourts will have the final word on the current round of statewelfare-residency requirements, it is essential that empiricalresearch on welfare magnets examine the issues central to thecases currently moving through the judicial system.  相似文献
