Researchers are currently seeking antecedents of psychopathy among children and adolescents. Instruments developed for this purpose are likely to be used in the future in ways that may have serious implications for youths in delinquency and criminal cases. In this regard, and because the concept and measurement of psychopathy have been developed in reference to adults, there is reason to be concerned about potential developmental sources of false positives when measuring psychopathic traits in juvenile offenders. We provide the basis for our concern, as well as standards regarding the types of research evidence that should be provided before psychopathy measures are accepted for use in juvenile forensic assessments.  相似文献

To investigate socioemotional influences on children's eyewitness accuracy, we examined children's reports for activities they were motivated to conceal. Forty-eight 3–6-year-old children participated in a standardized play session with their mothers. Half of the children were told by an experimenter not to play with certain toys, but did so at the urging of their mothers, who told their children to keep the play activities secret. The remaining children were not restricted from playing with the toys, nor told by their mothers to keep the play activities secret. Later, all children were interviewed about the activities with free narrative and detailed questions. Half were given an interview that consisted of highly suggestive questions; half were given an interview consisting of specific, less suggestive questions. Results indicated that older children who were instructed to keep events secret withheld more information than did older children not told to keep events secret. Younger children's reports were not significantly affected by the secret manipulation. There were no significant effects associated with interview type. We discuss implications for understanding the development of children's knowledge and use of secrecy, and applications of the research to issues that arise when child witnesses give reports in legal contexts.  相似文献

Two fatalities due to unusual impalement injuries are reported. (1) A large branch broken off during a storm had entered a passing car and perforated the chest of the driver and the back of the seat. The chest organs were grossly lacerated. The car was subsequently stopped by another tree and this second impact removed the wood from the body. (2) A man suffered anorectal impalement by the leg of a stool turned upside down. He had introduced one stool leg into his anus for sexual stimulation and fell onto it. This resulted in a wound channel 36 cm long including perforation of the rectum, urinary bladder, mesentery, transverse mesocolon and liver. Before autopsy, the mode of death was unclear because the man had removed the stool leg himself, his wife had hidden the stool from the scene, and there were no relevant external injuries. In both cases, a reliable reconstruction required investigation of the scene and consideration of extremely unlikely circumstances or of bizarre human activities.  相似文献

Many tout the benefits of collaborative environmental management as an alternative to centralized planning and command and control regulation, but the excitement over collaborative processes has not been matched by evidence that these processes actually improve the environment. The most crucial question in collaborative environmental management remains unanswered and often unasked: To what extent does collaboration lead to improved environmental outcomes? We know much about why collaboration is occurring and how collaborative processes and outputs vary. The primary goal of future research on collaborative environmental management should be to demonstrate whether collaboration improves environmental conditions more than traditional processes and newer market-based processes. Collaboration is not a panacea; it is a choice that policy makers and public managers should make based on evidence about expected outcomes.  相似文献

Scholars have long debated the individual-level relationship between partisanship and policy preferences. We argue that partisanship and issue attitudes cause changes in each other, but the pattern of influence varies systematically. Issue-based change in party identification should occur among individuals who are aware of party differences on an issue and find that issue to be salient. Individuals who are aware of party differences, but do not attach importance to the issue, should evidence party-based issue change. Those lacking awareness of party differences on an issue should show neither effect. We test our account by examining individuals' party identifications and their attitudes on abortion, government spending and provision of services, and government help for African Americans using the 1992-94-96 National Election Study panel study, finding strong support for our argument. We discuss the implications of our findings both for the microlevel study of party identification and the macrolevel analysis of partisan change.  相似文献

In selecting a committee, voters are often concerned with the over all composition of the committee rather than simply selecting a single individual as their representative. We give two examples of elections at Wheaton College in Massachusetts that illustrate the complexity of preferences that voters may have for the relationships among the individual candidates. These preferences cannot be separated into preferences on the individual candidates and are not detectable from only a voter's top-ranked committee. We outline the questions this raises for the design of committee elections in general and propose directions for future work.  相似文献

This article focuses on the state of European food safety governance and offers a view on possible future courses of regulatory policymaking. We begin by examining the deficiencies of the current multilevel governance system in European Union (EU) food safety policy, with an empirical focus on Hazard Analysis and Critical Control Point (HACCP) systems. We then submit that a regulatory agency model (centralization) might perform better than multilevel governance or renationalization in terms of reducing business uncertainty, promoting food safety enhancing innovation, and improving consumer trust in the food supply. Hence it would make European food markets more resilient to recurrent food safety crises. We also argue that the EU's precautionary approach as applied to some areas of food safety risks is tied to legitimacy enhancing objectives of EU institutional actors. Assuming that supply‐side rents will change over time, we submit that emphasis of regulatory impact analysis (i.e., cost benefit considerations) is likely to increase.  相似文献

The dominant paradigm for understanding urban policy change has long been that of “incrementalism.” The incrementalist argument is that institutional fragmentation reduces coordination, and thus discourages what might be called “nonincremental” or “quantum” change. This article seeks to test the incrementalist understanding of urban political change. Is it possible that under certain circumstances fragmentation can encourage quantum change? We will test this possibility with an analysis of homeless policy in New York City. Briefly put, over the last 25 years homeless policy in New York City has developed in a series of quantum jumps with dramatic, short‐term changes in funding, administration, and policy “philosophy.” Policy change followed this trajectory even though New York City's political environment is notoriously fragmented. This pattern contradicts what incrementalism would predict, and therefore suggests that that paradigm must be modified. Urban politics, this study suggests, can sometimes display the nonincremental, entrepreneurial, and “ideational” characteristics that have been identified as typical of the national “new politics of public policy.”  相似文献
