Constituency campaigns are multidimensional and complex: parties and candidates are deeply entangled, and, at least in mixed-member electoral systems, local constituency campaigns are embedded within national party campaigns. Recent discussions have focused on aspects of campaign change in European democracies, especially disentanglement in terms of individualisation, personalisation, and/or localisation. This study contributes to the discussion both conceptually and empirically. Conceptually, three dimensions (‘faces’) of constituency campaigns are differentiated: organisational partyness, vertical integration, and communicative personalisation. This threefold differentiation allows for a more precise analysis of campaign patterns by differentiating party–candidate (organisation, communication) and intra-party (vertical integration) aspects. Constituency campaigns in the 2005, 2009, and 2013 German federal elections are empirically examined. The analysis explains why candidates decide for one or another campaign pattern. These three faces are empirically distinct as well. Furthermore, we argue that parties remain vital for the organisation of campaigns despite a decline in centralisation. Addressing the communicative face, the analysis shows that candidate-related issues are important, but a mix of party- and candidate-related communication gains importance.  相似文献

There exists a gap in our understanding of what citizen satisfaction evaluations actually represent. While recent years have witnessed a move away from performance‐based models to cognitive‐implicit models of citizen satisfaction, the inherent political nature of government, its institutions, and services has been largely ignored. Drawing on the functional responsibility chain between political principals and governmental, public‐service‐delivering institutions, we outline a theory of citizen satisfaction that accounts for the political nature of these institutions. In the context of two consecutive general elections, we find a partisan bias in citizen satisfaction with government and the legislative branch, but not for institutions that are more clearly separated from national government. These mixed findings are suggestive of a dispersion effect of the partisan bias in citizen satisfaction, namely, that citizens are less likely to use their partisan lenses in cases where the responsibility of political principals is dispersed across multiple actors.  相似文献

The Lisbon Treaty (2009) introduced key institutional changes to increase the relevance of elections to the European Parliament (EP). Among others, major political groups nominated different lead candidates, the so-called Spitzenkandidaten, for the 2014 EP elections. The aim of this article is to investigate how national political parties react to this new institutional setting. Using data from the 2014 Euromanifesto study, the article examines if and under what conditions political parties put emphasis on the Spitzenkandidaten system in their party manifestos and whether they take positive or negative stances when talking about it. The findings reveal that parties put little emphasis on the issue. Moreover, the factors promoting the Spitzenkandidaten system suggest that parties decide strategically upon emphasising that topic or take a positive stance on it if they expect to benefit from this.  相似文献

The spectacular business scandals in recent years have led both the legislative and business companies to rethink and redesign their strategies. This article analyzes the worldwide impact of reforms in economic crime legislation emanating from the USA. Empirical data are reported showing that the US regulations are generating a spillover effect spreading beyond its sphere of operation. It is particularly notable that international stock-exchange-listed companies are orienting themselves increasingly toward the legal standards of the USA. Recent years have seen an increase in choice of provider in many public services, including education. Proponents of provider choice suggest that it increases users' satisfaction. However, insights from the psychology of choice overload suggest that too much choice can be detrimental. The authors use a survey experiment to investigate the effect of provider choice on parents' satisfaction with schools (under performance declines and increases). The findings show that choice increases satisfaction and perceptions of fairness of the process compared with no choice. However, consistent with choice overload, increasing the number of options does not boost satisfaction. The findings have important implications for satisfaction as a measure of performance, because user satisfaction seems not to be independent of choice processes. This suggests lessons for designing delivery systems: although facilitating minimal user choice is preferable to having no choice, further increasing delivery options may not increase users' satisfaction.  相似文献

Judges of the German Federal Constitutional Court can be seen as both judicial and political elites. Yet up to now there is no systematic work on the Court's' judges and especially their careers prior to their appointments. Using sequence analysis, this article identifies four relatively distinct clusters of career characteristics: academia, administration (and administrative courts), ordinary jurisdiction and politics. Judges whose career background is limited to the judicial sphere mostly advance from a level below the Länder to the Länder and then on to the federal level, while those with a background in politics or administration switch less often among them. Furthermore, little evidence was found to suggest that differences in the judges' career paths can be explained by reference to the body that elected them (Bundestag or Bundesrat) or the party that nominated them (CDU/CSU or SPD). The article also illustrates the possibilities of sequence analysis for elite studies.  相似文献
