Abstract. White, green and other coloured papers have been used by the government of Canada as a means of providing information on public policy and involving parliamentarians and interested groups and individuals in debates on policy issues. They have also been used as a basis for consultation with provincial governments. Although the government has issued papers on a wide variety of subjects over the years, no systematic procedures respecting their use as a policy technique have been established. Nevertheless, these papers have the potential of strengthening the role of Parliament in policy-making activities through debate and public discussion of issues. Some basic measures could be implemented to establish their regular application in policy formulation and review. Sommaire. Le gouvernement du Canada s'est servi de livres blancs, verts et d'autres couleurs pour fournir des renseignements sur les politiques publiques et pour faire participer parlementaires, groupes divers et individus à des débats sur des questions de poJitique générale. Il les a aussi utilisés comme base de discussion lors de consultations avec les gouvernements provinciaux. Le gouvemement a ainsi publié des “livres” sur toutes sortes de sujets au cours des années, mais n'a pas établi de procédures systématiques pour les utiliser en tant que techniques de prise de décision. Néanmoins, ces “livres” peuvent renforcer le rôle du Parlement dans la détermination des politiques, par le truchement du débat et de la discussion publique. The importance of the relation between impulsivity and deviance is well-acknowledged among criminologists. However, differences in the representations of impulsivity, some merely titular and others substantive, may cloud our understanding of these relations. The current study examines the argument, offered by Whiteside and Lynam Pers. Individuals Diff. (2000) 30: 669–689, that there may be four distinct personality pathways through which impulsive behavior may be manifested. Across three samples (two undergraduate, one community), we examine the validity of a four-factor structure of impulsivity, test whether these four pathways manifest divergent relations with various forms of deviant behavior such as crime and substance use, as well as laboratory manifestations of aggressive and impulsive behavior, and examine the invariance of these results across gender. The results support the existence of a four-factor model of impulsivity, the importance of two specific personality pathways in relation to self-reports of deviance (lack of premeditation and sensation seeking), as well as actual behavior, and suggest that these pathways are important for both men and women.  相似文献

This study reports an analysis of Bartol's (1991) Immaturity Index and Hargrave and associates' (1988) Aggressiveness Index as a measure of police conduct. The correlations between the supervisory ratings and the Immaturity and Aggressiveness indices were examined for 1020 law enforcement officers. The results showed that Immaturity Index was related to termination for failure to complete training and insubordination. The Aggressiveness Index was related to a termination for failure to complete training and several other problematic police behaviors, but was not found to be specifically linked with acts of aggression. Implications for using these two indices in law enforcement selection are discussed. The recent decline, indeed perhaps dismantling, of managed care is sometimes treated as both consequence and cause of the political reempowerment of medical providers, whose professional dominance managed care had challenged. Drawing evidence from Round III of the Community Tracking Study of the Center for Studying Health System Change, this article reviews the politics of four "arenas" of managed care regulation--prompt payment, mandated benefits, external appeals, and financial solvency--and concludes that the power of providers is contingent on patterns of coalition and conflict that differ across the discrete arenas. The zero-sum connotations of the "de" and "re" empowerment of providers under managed care fail to capture the subtlety of providers' search for fresh cultural, economic, and political resources in shifting policy contexts.  相似文献
