This paper estimates the impact of reforming competition authorities on perceived antitrust effectiveness using methods of causal inference. We study how 20 countries reformed their competition authorities in depth between 1995 and 2020, and what has been the outcome of such reforms in the perceived competition policy effectiveness by the business community compared with 18 control countries in a balanced panel. As the political economy literature warned, we find that reforms paradoxically have not always improved antitrust effectiveness. Some of the reforms approved stalled or backlashed as politicians opted for a Machiavelli option: undertaking “counter-reforms” even in the name of an apparent but deceptive progressiveness and pro-competition drive. 相似文献

Kiribati is one of the poorest and most remote Pacific nations but has the largest productive tuna fishery. The Vessel Day Scheme implemented in 2012 led to unprecedented growth in fishing revenue between 2012 and 2015, with similarly unprecedented expansion of government expenditure from 2016 to 2019. For the first time in its history, the Kiribati Government, rather than any foreign development partner, is the single largest financier of public investment. Whereas the general economy and government finances have benefited greatly from the fisheries boom, questions have been raised around recent government spending and how long there will be the fiscal space to support such discretionary decisions in the context of rapidly increasing operating costs. This paper outlines the nature of the post World War II conflict between Israel and Palestine over land and borders. It demonstrates the weaknesses in the political systems of both countries that make it difficult to resolve outstanding differences. It examines the nature of bargaining costs, distinguishing clearly between the Coase and the Machiavelli theorem. It uses the hawk–dove game model to explain war and peace relationships between Israel and Palestine evident over the period 1948–2007. Rule evasion and avoidance can have a significant impact on policy outcomes, and therefore on the design, implementation, and enforcement of policies. The purposes of this paper is to assess the causes and consequences of evasion and avoidance in general settings, including their implications for policy reform. Evasion of rules often serves a socially useful role, and can promote efficient policies. Small-scale evasion typically provokes one of three responses: it is either effectively ignored, enforcement is increased, or the rule is revised. Large-scale evasion, alternatively, tends to meet with major policy shifts. Avoidance and evasion frequently temper the anticipated impacts of policy reforms, but are unlikely to render reform futile.
