论全球化的发展趋势

全球化是一个不以人的意志为转移的历史发展潮流.随着科学技术的进步、市场经济的世界化以及全球性问题的增多,当前全球化的发展正在加速.尽管全球化在经济领域表现得最显著、发展最迅猛,但它决不只仅限于经济领域,而必然要延伸到政治、文化等其它领域中去.     

债权实现中的利益平衡——以汶川震后银行贷款处理为中心

汶川地震使得银行的巨额债权难以实现,舆论认为应当进行债务豁免,商业银行则更希望其债权能得到保护,冲突解决的关键在于如何平衡债权人的合法权利与债务人的生存权,但现行法律及司法解释对此的规定或者不够精细,或者其风险分配值得商榷。债权人与债务人的风险分担应该满足公平原则与效率原则,其核心就是使个体所承担的风险最小化。短期看,可以通过比较债务豁免、债务延期、强制执行等策略的优劣来选择最为实用的措施,政府应当明确其能与不能的边界;长期看,需要个人破产、巨灾保险等制度的建立与完善。

突发公共卫生事件来临时,由于事件的突发性、群体性、严重性等特征,处置突发公共卫生事件过程中行政权 力除具有权力的一般性质外,还具有其特殊的性质。了解突发公共卫生事件中行政权力的特殊性质有助于各级政府及相关 机关在突发公共卫生事件中正确、合理、有效、及时地行使权力;同时,也有助于他们制定好有效而合理的紧急预案、做 好平时的演练,以更好地防范于未然。

事业单位分类改革中面临的深层次问题及其启示——来自鄂尔多斯市和包头市事业单位分类改革的调研报告

内蒙古作为西部经济欠发达的民族地区,其事业单位分类改革面临更多复杂的矛盾和问题。本文以内蒙古鄂尔多斯市和包头市为例,比较系统和深入地分析和总结了内蒙古事业单位分类改革中面临的深层次问题及其启示。本文的主要观点是,在深入贯彻党的十七大精神的新形势下推进事业单位分类改革,必须有新的视野和新的思考,尤其要在根本思考的基础上进行总体设计和全面推进。     

北部侗族文化涵化的过程和机制——天柱社区的个案研究

侗族南部方言区与北部方言区之间存在着明显的文化差异。北部地区文化涵化层次较深,渗透到社会生活的方方面面。南部地区的涵化程度则相对微弱,本民族的传统文化几乎没有失落什么特质,也没有被当代文明冲淡。是什么原因造成侗族文化的结构现状呢?探讨这个问题对我们借鉴历史经验,全面把握和构建当代侗族文化无疑具有重要的现实意义和学术价值。鉴于侗族北部方言区地域广阔,在现有条件下难以进行整体的研究,我们选择了涵化面最广、涵化程度最深、文化变迁最突出的天柱县作一个案分析,试图理清北侗文化涵化的历史过程和社会机制,从而更好地为侗族地区的两个文明建设服务。     

A comparison of normal and disturbed adolescent Offer Self-Image Questionnaire responses in an Irish cultural setting

In an effort to gauge the overall usefulness of the Offer Self-Image Questionnaire (OSIQ) as a practical discriminator between clinically disturbed and normal Irish teenagers, the 11 scale scores and the mean of these scores for 845 normal and 115 disturbed adolescents were computed and compared. The results show that the test does, in fact, distinguish disturbed adolescents from normals and, in particular, psychotic from both normal and other disturbed adolescents. We conclude that the test may have considerable potential on an individual clinical basis, provided suitable cultural norms are established.Lecturer in Behavioral Science, Faculty of Nursing Post-Graduate Course, Royal College of Surgeons of Ireland. An analysis of the medicolegal autopsies performed in Adana, Turkey, in 1983-1988.

Data on 1,000 medicolegal autopsies have been compiled by the Morgue Department of the Adana branch of the Council of Forensic Medicine of Turkey, and have been reviewed to determine the local differences in causes of death, as well as age and sex distributions of decedents, in medicolegal deaths in this region. This is the first report on this subject in this region of Turkey. Unusual categories of death and incidences of death are also discussed. The results of this study show that the number of medicolegal autopsies and the rate of natural death in Adana are quite close to those of some other cities of Turkey and some foreign countries. Contrary findings are revealed in the frequencies of the causes of death.
