The relationship between human trafficking and child recruitment in the Colombian armed conflict

The article rethinks the relationship between human trafficking as organised crime and child recruitment as a war crime. After analysing the records of 132 cases of child and adolescent recruitment brought before Colombia’s ordinary justice system between 2008 and 2016, it became clear that the youngsters involved had performed activities both directly and indirectly related to the conflict, but also that they had been exploited and maltreated, with no control over their situation. Reassessment of the relationship between human trafficking and child recruitment could result in more effective justice for this population by shedding light on alternate ways to construct reparation and reintegration.     

Establishing the link between representative bureaucracy and performance: The South African case

Representative bureaucracy is a critical element of modern public administration and governance. Since the advent of nonracial democracy, the South African government has transformed the apartheid bureaucracy into a new public service that closely mirrors the country's diverse population. Questions remain, however, about how this demographic transformation has impacted the public service. Grounded in the theory of representative bureaucracy, we use a mixed methods approach to examine the relationship between representation of historically disadvantaged groups and performance of national departments in South Africa. Analyses of panel data indicate that as national departments become more representative by employing a greater percentage of Blacks, they become more effective at achieving their goals. Interviews with officials in national departments corroborate this and reveal a range of underlying pathways linking representation of historically disadvantaged groups to performance.     

Controlling Administrative Discretion Promotes Social Equity? Evidence from a Natural Experiment

Although social equity has been a formal pillar of public administration for decades, identifying mechanisms through which public officials inadvertently reproduce unfair conditions remains a relevant topic. In particular, it is important to understand how the habits and practices of street‐level bureaucrats may result in an unjust allocation of public resources. This article provides evidence on how the administrative discretion conferred on school principals may result in an efficient but unfair condition regarding the allocation of students across schools, thus undermining social equity. By exploiting a natural experiment, we are able to provide reliable evidence on how controlling administrative discretion decreases the segregation of students based on their socioeconomic status.     

Suspect Police Officers Investigated by Former Police Officers: Good Idea,Bad Idea?

Up to 1992, all illegal use-of-force complaints against police officers in Israel were handled internally by the police department. In 1992, following public and political pressure, an external civilian board was established to handle such cases. In this framework, investigations of suspect police officers are conducted by former police officers. In this study, investigators' and suspects' personal and organizational characteristics were examined, as well as their attitudes to the civilian board and the manifestation of police violence. In general, the two groups were found to differ significantly on both levels. The employment of former police officers with high professional qualities seems to have some advantages in this investigative situation.

Food sovereignty, as a counter-movement to the food regime, includes a range of struggles, and is evidently quite elastic as a discourse and practice. Because the food regime itself is evolving and restructuring, food sovereignty embodies movement. In its ‘second generation’ phase it operates on both rural and urban fronts, separately and together, connecting producers, workers, consumers and various activist organizations. Nevertheless, it is important to recognize food sovereignty's origins in the global agrarian crisis of the last three decades. Small producers (peasants, farmers, pastoralists, fishers, forest-dwellers) continue to experience massive displacement by World Trade Organization (WTO)-style ‘free trade’, overlaid with new displacements by fiat, force and finance as land grabbing in various forms proceeds apace. This is a key theme in a response to Henry Bernstein's questions about the character of the food sovereignty movement.     

The ‘tenure guidelines’ as a tool for democratising land and resource control in Latin America

Abstract

The current configuration of global land politics – who gets what land, how, how much, why and with what implications in urban and rural spaces in the Global South and North – brings disparate social groups, governments and social movements with different sectoral and class interests into the issue of natural resource politics. Governance instruments must be able to capture the ‘political moment’ marked by the increasing intersection of issues and state and social forces that mobilise around these. This paper looks at whether and how the Voluntary Guidelines on Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (also known as the TGs) passed in 2012 in the United Nations Committee for Food Security (CFS) can contribute to democratising resource politics today. This work puts forward some initial ideas about how systematic research into the TGs can be done more meaningfully.     

The Determinants of E-Disclosure Attitude: Empirical Evidences from Italian and Spanish Municipalities

Research investigates the attitude to the information disclosure via website, analysing a sample of 287 Italian and Spanish municipalities. A Tobit regression approach is adopted to explore the main determinants of e-disclosure. The findings show that municipality’s factors like Internet visibility, wealth and leverage play an important role to determine the level of e-disclosure. In addition, a cluster analysis highlights that in Italy there is a greater level of e-disclosure than in Spain, revealing a set of specific elements that characterize municipalities with higher disclosure.
