Smart Power

President Barack Obama pledged in his first TV interview—with the Arab satellite channel Al Arabiya—that America under his watch would "listen with respect and not dictate" to the world. Secretary of State Hillary Clinton has further announced that this country will no longer just throw around its military might but will pursue a "smart power" approach by tempering the use of hard weaponry with the "soft power" of persuasion and cultural attraction. Or, as Madame Secretary's husband Bill has put it, America will now lead through the power of example instead of the example of power.
The first exceedingly complex test of Obama's smart power strategy will be how to end George W. Bush's misguided "war on terror" in Afghanistan and Pakistan, keeping al-Qaida at bay without being swallowed by the quagmire of tribal politics. An array of experts from New Delhi to Paris offers their views in this section.     

BEWARE OF MANAGERS NOT BEARING GIFTS: HOW MANAGEMENT CAPACITY AUGMENTS THE IMPACT OF MANAGERIAL NETWORKING

Networks and managing in the network have been central concerns of public management scholars for years ( Provan and Milward 1991 ; O’Toole 1997 ; Agranoff and McGuire 2003 ; Herranz 2008 ). The literature has investigated the extent of networks ( Hall and O’Toole 2004 ), the appropriate way to measure networks and networking behaviour ( McGuire 2002 ; Meier and O’Toole 2005 ), and the role that networking plays in improving organizational performance ( O’Toole and Meier 2003 ). Although there are qualifications in the literature to the rosy scenario that managing in the network is always a good thing ( O’Toole and Meier 2004 ), and although the benefits of managerial networking show diminishing returns ( Hicklin et al. 2008 ), there has not been much investigation of the factors that enhance or detract from networking's impact on performance. This study examines the interactive relationship between management capacity and managerial networking using a panel of several hundred public organizations over an 8‐year period. The empirical results show that managerial capacity does interact with networking and enhances the positive impact of networking over an array of performance indicators. At the same time, building managerial capacity is a central management choice, and that decision has ramifications for organizations that are not always positive. The paper concludes with the managerial implications of the strategic choice to build management capacity.     

Women’s Radicalization to Religious Terrorism: An Examination of ISIS Cases in the United States

Abstract

American women joining Islamic State of Iraq and Syria (ISIS) have increased and their roles evolved beyond auxiliary and domestic provisions, demonstrating both agency and tenacity for pursuing, recruiting, supporting, and spreading extreme Islamist ideals and terrorism. Social learning theory was applied to information gained from open-source court cases as a way of examining how thirty-one?U.S. women acquired, maintained, and acted pursuant to radicalization to religious terrorism for ISIS. Internet functionalities, reasons, roles, and support types for radicalization and illegal activities for ISIS were examined using self-, dyad-, and group-classifications. A gendered interventive program based on social learning theory’s extinguishing of radicalized ideology and behavior was outlined.     

Rewards and Consequences: Redistricting on the Chicago City Council

The challenges of understanding gerrymandering are primarily related to its conceptual ambiguity and measurement. This is true despite landmark legal rulings and a rich literature on the subject. In an attempt to alleviate some of the confusion, theories of the gerrymandering process are combined with advanced quantitative and mapping techniques. The focus is on Chicago, where it is frequently claimed that gerrymandering is institutionalised; however, there has not been sufficient study of the causal connections between gerrymandering and a ward’s racial makeup. Employing a mixed methods approach which combines a case study of the 2011–2012 redistricting in Chicago with quantitative analysis of Decennial Census and data from the Chicago Data Portal, this article examines the remapping of Chicago from early 2012 (effective in 2015 and matched with 2010 Census data) to assess how potentially gerrymandered districts are diluting or concentrating vote share of racially homogeneous groups.     

Colonial Amnesias,Photographic Memories,and Demographic Biopolitics at the Royal Museum for Central Africa (RMCA)

This article provides readers with a biopolitical critique of the recent debates that have swirled around the renovations at the Royal Museum for Central Africa (rmca) and the ‘Memory of Congo’ exhibits. The author argues that the rmca has become a contested site of memory, where some older photographs that were once used in Congo Reform Movements have been reappropriated in (post)colonial disputes about the epistemic and demographic features of what Adam Hochschild has called the forgotten Congolese ‘holocaust’.     

International Dimensions: What Is the Role of Third Parties?

In the Arab–Israeli arena, third parties have traditionally played a prominent role. External intervention has tended to peak when violence threatens international interests (e.g., the 1973 Arab–Israeli War), or when the parties are unable to sustain a negotiating process. Whether providing political and security assurances aimed at mitigating insecurity or offering economic inducements to underwrite peace accords, third parties have made a number of positive contributions toward managing the conflict.
