Masculinities,Money, and Mosques in Algeria’s Civil War

To what extent did economic marginalization and political crisis activate prejudice, violence, and religious faith in Algeria’s civil war during the 1990s? The Algerian novel Les Agneaux du Seigneur (In the Name of God), by Yasmina Khadra offers a glimpse. The novel shows how political and economic disparities intertwined with an increasingly strict interpretation of Islam. In turn, Islam’s political applications and its militarized enforcement soon drew the country into a veritable civil war. The resulting breakdown of the cultural order simultaneously increased the pressure on men to fulfill a socially prescribed gender role and made the fulfillment of that role more difficult.     

Negotiating barriers,navigating the maze: First Nation peoples' experience of medical relocation

This study documents the policy framework that shapes First Nations' experience of relocating to access medical care. We analyzed policy documents and government websites, interviewed individuals who have experienced relocation, family members, healthcare providers, health administrators, and conducted two focus groups with government representatives. Federal and provincial program managers interpret policies, make decisions on eligibility, to extend or deny coverage. Decisions are shaped by shrinking budgets, fragmented program coverage, and jurisdictional confusion. Provider advocacy can help, but also perpetuate perceptions of arbitrariness and distrust. National policy renewal is required to redress this issue.     

Analysis of Dental Case Reports in the Context of Court Decisions: Causal Nexus and Aspects of Fault

The purpose of expert reports is to support the judge in his decisions, by providing technical information. However, it remains uncertain as to what extent the content of these reports is used, and if they are effectively associated with judicial decisions. The aim of this study was to perform a qualitative analysis of case reports in relation to the judicial decisions rendered in association with these reports, by determining the connection between causal nexus and aspects of fault. The case reports included lawsuits against dentists, issued by the Medical Justice Department of the State Court of Appeals of Rio Grande do Sul, Brazil, between 2010 and 2013. Comparing the percentage of agreement between case report and judicial decision, causal nexus was 79.9% and fault was 86.7%. The high percentages of agreement found in relation to fault and causal nexus highlight the relevance of expert reports in weighing the judge's decision.     

Perceptions of the criminal justice system by minority and majority group university students: The role of ethnic identity

Minorities are overrepresented in the criminal justice system, and prior research has indicated ethnic minorities and Whites have different opinions of and different experiences within the system. While differences have been shown, the influence of ethnic identity on perceptions of the legal system has been overlooked. The purpose of the present research was to determine if there were differences in perceptions of the legal system by ethnic identity levels for ethnic minorities and Whites. Results indicated differences do exist and ethnic identity is a crucial issue in understanding resonance with the legal system. Future directions for incorporating ethnic identity in research on the criminal justice system are discussed.     

Unlearning the Discipline: Decolonising International Relations Through Pedagogy and Praxis

The discipline of International Relations (IR) in Australia, as elsewhere, is steeped in historical and ongoing violence, including violences of colonisation. The way that IR is taught and practised in Australia reproduces the discipline's erasures and ignorance of the effects of colonisation and ongoing forms of marginalisation, knowledge extraction, and harm that normalise existing structures of power. In this article, we ask how mainstream theories, pedagogies, and practices of IR scholarship in Australia contribute to the ongoing coloniality of the discipline and reproduce these geospatial hierarchies and structures of marginalisation and exclusion. We argue that, as teachers, we have to consistently engage in un-doing the violence of disciplinary history. We theorise that this is so because the artefacts we teach are the product of a knowledge life cycle immersed in, and structured by, coloniality and hierarchy. Drawing on a survey of Australian universities' IR curricula and interviews with their instructors, in addition to our own research training and practice as Australian IR academics, we examine how, if, and when it is possible to connect decolonial theory with practice and to thus generate decolonial praxis in the production of IR knowledge.

Representative bureaucracy and impartial policing

Representative bureaucracy theory expects minority bureaucrats to advance the interests of minority citizens. Yet, little attention has been given to the variation in the acceptability, incentives and risks of representation across bureaucratic domains. Analysis of over two million police vehicle stops from four different US departments reveals that African American police officers do not treat African Americans preferentially, yet they mitigate existing racial disparities in policing. Compared with White officers, African Americans seem less disposed to use their discretion. They are disinclined to search drivers, yet inclined to cite them, displaying comparatively low disparities across social groups. These findings extend to pure traffic violations, and are robust to entropy balancing reweighting. We provisionally attribute African American police officers' impartial policing style to their compelling need to display their performance, and avoid blame, amidst intra‐organizational pressures and risks ensuing from the political salience of the police's clash with minority communities.
