Independent development volunteers (IDVs) and their DIY development projects, although largely neglected in the literature, are part of an emerging movement of non-traditional agents within development. However, they are also participants in a deeply paradoxical industry; both a reflection of passion and commitment, and a paternalist and neo-colonial practice that reflects the messy realities of geo-political and cultural power and privilege. This article explores these debates, drawing on research with IDVs in Honduras. The intersection of passion, paternalism, and politics highlights the complex environments in which IDVs work, and the need to make them visible in discussions of development.  相似文献

Across the world, public administration and policy decisions are related to diverse levels of conflict and attention. However, the degree and variance of conflict and attention remain largely unspecified. This article examines how types of energy infrastructure and characteristics of project location are associated with the distribution of conflict and attention around the energy infrastructure siting process. Our empirical focus is on gas pipelines, electricity transmission lines, solar power projects, and wind power projects across the United States in 2018. Primarily relying on regression analysis and interviews, this article finds differences in the distribution of conflict and attention intensity within and between these energy infrastructure types, with gas pipelines and wind power projects presenting relatively higher conflict and attention intensities. However, conflict and attention are skewed to low intensities across infrastructure types. Characteristics of project locations that are positively associated with high conflict and attention intensity include the proportion of Democratic voters and the level of urbanization in the places where projects are sited. In contrast, the proportion of Black or Hispanic residents is negatively associated with high conflict and attention intensity.  相似文献

The collection of gunshot residue on fabric can be an arduous task due to the microscopic size of particles (blind collection) and sheddability of some fabrics. The introduction of luminescent markers and consequent formation of luminescent gunshot residue (LGSR) can facilitate this analysis. In this study, different fabrics were analyzed in order to verify the persistence of the LGSR on them, the possibility of collecting and analyzing particles by video spectral comparator (VSC) and SEM/EDS. Also, different colored fabrics were used as targets in order to investigate influence of fabric color on LGSR visualization. Furthermore, the influence of the fabric type in the distribution of the LGSR deposited around the projectile´s hole entrance was evaluated. The fabric sheddability did not alter collection of the particles or analysis. It was possible to observe and collect LGSR on all tested fabrics, even after the fabric had been shaken, or in colored fabrics.  相似文献

In this study, we have proposed a novel solvent-based method using a specific concentration of 3M™ Novec™ HFE-72DE and 7200 solvents to untangle duct tape from porous article with minimal impact to the quality of latent fingerprint deposited on the sticky-side surface of duct tape. A series of experiments determined that a mixture of 30% HFE-72DE:7200 (v/v) was found to be the most effective to separate various brands of duct tape from different types of porous surface, including office copy paper, newspaper, cardboard, and tissue wipe, which had been stored for up to 30 days before untangling. Further studies also revealed that 30% HFE-72DE:7200 was compatible with three common fingerprint development methods for porous articles, namely ninhydrin, indanedione-zinc, and physical developer. The nonflammability and low toxicity nature of this novel solvent mixture also make it ideal for separating duct tape from porous surface in laboratory or at crime scene.  相似文献
