Some international organizations (IOs) are subject to constant criticism for producing poor results while others are praised for accomplishing difficult tasks despite political and resource constraints. Indeed, IO performance varies substantially over time and across tasks, and yet the international relations literature has devoted little attention to why this occurs. This article provides a framework for studying IO performance. After addressing some of the distinct challenges of conceptualizing and analyzing performance in the context of IOs, we discuss the tradeoffs of using different performance metrics—from process indicators to outcome indicators—and present a typology of factors that influence performance. Finally, we discuss research strategies for those interested in studying performance rigorously. The policy relevance of studying IO performance is clear: only if we understand why some IOs perform better than others can we begin to improve their performance in a systematic way. As many organizations come under pressure to reform, while at the same time taking on new and more complicated tasks, scholars should be actively engaged in debates surrounding IO performance and its role in effective governance at the international level.  相似文献

Across the world, public administration and policy decisions are related to diverse levels of conflict and attention. However, the degree and variance of conflict and attention remain largely unspecified. This article examines how types of energy infrastructure and characteristics of project location are associated with the distribution of conflict and attention around the energy infrastructure siting process. Our empirical focus is on gas pipelines, electricity transmission lines, solar power projects, and wind power projects across the United States in 2018. Primarily relying on regression analysis and interviews, this article finds differences in the distribution of conflict and attention intensity within and between these energy infrastructure types, with gas pipelines and wind power projects presenting relatively higher conflict and attention intensities. However, conflict and attention are skewed to low intensities across infrastructure types. Characteristics of project locations that are positively associated with high conflict and attention intensity include the proportion of Democratic voters and the level of urbanization in the places where projects are sited. In contrast, the proportion of Black or Hispanic residents is negatively associated with high conflict and attention intensity.  相似文献

Sexual/gender minority (Sexual/gender minority people are also referred to as Lesbian, Gay, Bisexual, Transgender, Queer) youth are more likely than cisgender heterosexual youth to exhibit depressive symptoms and be victimized. School climate research indicates that the presence of a Gay–Straight Alliance (a Gay–Straight Alliance or Gender-Sexuality Alliance is also referred to as a GSA and is a youth group to support sexual/gender minority youth), a supportive school climate, and seeking help from teachers are associated with more positive mental health outcomes; however, they are not typically measured together. This study uses a survey that measures all four measures of school environment with a national sample of 240 sexual/gender minority high school students ages 14–18 (mean age 15.77) where 53% of participants had a Gay–Straight Alliance in their school. The sample is 53% cisgender, 100% sexual minority and 62% white. Adjusting for demographics and presence of a Gay–Straight Alliance, fewer depressive symptoms were associated with lower help-seeking intentions for suicidal thoughts. The presence of Gay–Straight Alliance was not statistically associated with past-month help-seeking intentions or behaviors. Additionally, a more supportive school climate was associated with lower anxiety and depressive symptoms. However, the presence of a Gay–Straight Alliance was not statistically associated with anxiety or depressive symptoms. These findings suggest that a supportive school climate and supportive school personnel may be important for supporting the mental health of sexual/gender minority students.

The chaebol’s organisational culture was the target of much criticism when the Asian financial crisis hit the Korean economy in 1997. Despite much research on the topic over the past two decades, there continues to be a lack of consensus on the efficacy of reforms implemented since then. While some have focused on persisting patterns of paternalism, others have highlighted the structural changes implemented. This article revisits this debate by analysing the ways in which culture influences the implementation of structural reforms as a legitimating ideology. By analysing ethnographic data of a chaebol subsidiary in Beijing, the article demonstrates how cultural tropes of the company as a family and women as caretakers, popularised under the Park Chung Hee regime, have continued to shape perceptions of competence in the workplace. In particular, despite the crucial role that Korean Chinese employees have played in helping the chaebol penetrate Chinese markets, their bilingual and bicultural skills are devalued. Instead, the feminisation of their labour has justified their continuing marginalisation in the firm.  相似文献

Since Deputy Crown Prince Mohammed bin Salman Al Saud unveiled Saudi Vision 2030 (The National Transformation Programme, 25 April 2016) a great deal of analysis has focused on the potential impact of Vision 2030 at the national level. Significantly, Saudi Vision 2030, which promises a better future and better governance, is raising hopes and expectations amongst young well-educated Saudis. Nevertheless, how has Saudi Vision 2030 been interpreted by young educated male Saudis many of whom are struggling to enter the labour market at a time of austerity and economic uncertainty? This paper discusses young male perceptions of Saudi Vision 2030 including their expectations and hopes for the Vision. In fact, an understanding of how young Saudis perceive Vision 2030 is not only pertinent in the Saudi national context (or indeed multiple Saudi domestic contexts), but also has wider regional relevance considering oil-market developments and economic policy.  相似文献
