This essay provides a gloss on the relationship between the common law and the ‘law of the land’. It does so by turning attention to the technologies and identifications that continue to give Australian jurisdiction its place. These relations repeat the long pattern of the common law ordering of colonisation. They also provide the governmental conditions of legal responsibility for settlement. This paper examines mobilization and conversion perspectives of opinion change during election campaigns. We demonstrate that opinion volatility during ballot proposition contests often reflects mobilization of awareness more than conversion of opinions. Furthermore, we find little support for the hypothesis that media spending affects opinions on the propositions examined here. An examination of other information sources suggests that many voters are able to use cues other than advertising when making decisions.An earlier version of this paper was presented at the Western Political Science Association meeting, Pasadena, California, March 22, 1993. This paper reports on interviews with 93 members of strategically located institutional elites and nominated influentials. It examines the sources of economic ideas in economic policy and studies a select number of key economic policy decisions made during the Labor governments of Hawke and Keating. It will argue that the economic liberalisation carried out during the Labor government reflected the influence of a range of individuals and institutions, depending on the economic decision in question, while a variety of domestic and internationally based institutions and individuals contributed ideas to economic policy-making. It will reject Pusey's (1991) belief that the central agencies (ie Treasury, the Department of Finance and the Department of Prime Minister and Cabinet) were necessarily the major influence in economic policy and show that other individuals and institutions, including cabinet and particular ministers, ministerial offices, the ACTU and other government departments, were also important. It will discuss further how economic policy is made in Australia.  相似文献

Since the mid‐1970s, the percentage of non‐White people convicted of white‐collar type crimes in the federal judicial system has been growing steadily. In 2015, non‐Whites accounted for more than half of all convictions for certain white‐collar type crimes, but the increase in non‐White participation has not occurred evenly across all race and ethnic groups. Asians and Latinos have increased their participation in white‐collar crime more so than Blacks. Using data from the U.S. Sentencing Commission, the Equal Employment Opportunity Commission, and the U.S. Census, we investigate whether the differential increase among race and ethnic groups in white‐collar type crimes can be explained by their differential increase in middle‐class occupations. The findings have implications for opportunity, cultural, and race‐centered perspectives on crime, as well as institutional anomie theory, and they suggest that low‐level white‐collar crimes are being democratized along lines of race and ethnicity.  相似文献

Anti-theft designs relating to mobile phones are reviewed. The physical and electronic design of handsets includes visual deterrents, owner-identification, and handset tracking options. The systems design of phone networks includes the blacklisting of stolen phones. Other measures include biometric-locking of handsets, and designs that encourage ‘safe’ phone use and transportation. Characteristics that promote anti-theft designs are proposed and form the acronym ‘IN SAFE HANDS’: identifiable, neutral, seen, attached, findable, executable, hidden, automatic, necessary, detectable, and secure. The set of characteristics is presented as a heuristic device to aid designing-out crime from frequently stolen electronic goods.
