Higher Education and the Referendum on Scottish Independence

During the course of the referendum campaign, the Scottish government argued that free tuition for Scottish and EU students symbolised Scotland's preference for universal services and was intrinsically fairer than the ‘marketised’ systems operating in the rest of the UK. Invoking principles of both social justice and pragmatism, three distinct critiques of the Scottish government's higher education policy were mounted and adopted by different policy actors for different political purposes. Following a discussion of these arguments, this article concludes that a more nuanced discussion of higher education policy in Scotland is required, focusing not just on the absence of tuition fees but also on the distribution of debt and allocation of funds across the entire education system. We also note that the focus on tuition fees policy suggests that higher education systems across the UK are set on a process of divergence, whereas there are strong pressures towards policy convergence in areas such as research policy and internationalisation.     

Understanding a New Typology of Batterers: Implications for Treatment

This article reviews early theories of the phenomenology of battering as well as more recent empirical research on batterer personality and behavioral characteristics. These studies yielded inconsistent findings. Most recently, Chiffriller and Hennessy (Chiffriller, 2002; Chiffriller & Hennessy, in press) conducted an extensive study that attempted to expand and correct for the methodological limitations of previous research. Cluster analysis yielded five distinct profiles of men who batter women. Based on the behavioral and personality characteristics that defined each cluster, the following five labels were chosen: (a) pathological batterers, (b) sexually violent batterers, (c) generally violent batterers, and (d) psychologically violent batterers, and (e) family-only batterers. These five profiles, and the implications for understanding battering and developing appropriate interventions, are discussed.     

AUTISM IN CHILDREN AND PARENTS:

Family court professionals are increasingly involved with divorces between parents of autistic children where the parents themselves may also have either diagnosed or undiagnosed autistic spectrum disorder (ASD). Yet, there have been no published guidelines for the court professionals who are managing these cases (National Autistic Society, 1991; Singer, 2003 ). The goal of this article is to familiarize divorce professionals with the growing phenomenon of autism and to delineate specific recommendations for the management of these cases in the family law context.     

A Subnational Study of Insurgency: FARC Violence in the 1990s

This article examines the traditional political and economic factors that have been purported to explain the prevalence of insurgency. It tests the following hypotheses at the subnational level in Colombia: guerrilla violence is positively associated with exports; higher levels of insurgency are associated with low levels of GDP per capita or negative growth rates; guerrilla violence emerges in the context of weak state presence; and higher levels of state repression are associated with higher levels of insurgent violence. The analysis utilizes a zero-inflated negative binomial to capture dynamics of both intensity and onset of violence. The econometric analysis is supplemented with cartographic visualization and qualitative analysis.
