This study conceptualizes and operationalizes state high-technology capacity and demonstrates its potential usefulness in comparative state studies. The analysis is primarily concerned with identifying and recording the amount of high-technology resources that are available in each state and that can be employed in public policy. Drawing upon a host of likely indicators of high-technology availability, the study identifies five dimensions of the concept and ranks the states along these dimensions. The work then analyzes the relationships between the five components of high-technology capacity and several state energy and environmental policies. This paper utilizes a rich longitudinal data set--the Women's Employment Study (WES)--to investigate whether obesity, which is common among women of low socioeconomic status, is a barrier to employment and earnings for current and former welfare recipients. We find that former welfare recipients who are both White and morbidly obese have been less successful in transitioning from welfare to work. These women are less likely to work at any survey wave, spend a greater percentage of months between waves receiving cash welfare, and have lower monthly earnings at each wave. The magnitude of the difference in labor market outcomes between the morbidly obese and those who are less heavy is in some cases similar in magnitude to the differences in these labor market outcomes between high school dropouts and graduates. In contrast, we find no such labor market differences associated with morbid obesity for African-American respondents. This paper documents the relationship between weight and labor market outcomes for the first time among the welfare population. In addition, it investigates whether the correlation for White females is due to unobserved heterogeneity. We find that after controlling for individual fixed effects, the point estimate of the correlation of morbid obesity and each of the labor market outcomes falls considerably and is no longer statistically significant. These results are consistent with unobserved heterogeneity causing the correlation between morbid obesity and labor market outcomes. Findings are similar after controlling for the respondent's mental and physical health. 相似文献

This study explores the dimensionality of partisan strength and independence by analyzing the relationships between the traditional four-point partisan strength scale, a strength of independence scale, and other relevant variables in the 1980 and 1984 NES/CPS election studies. In particular, the investigation centers on the possible different explanations for independence. The findings tend to support explanations for independence that concern party attachment and civic responsibility. The data show that partisan strength and independence are separate components of party identification. Previous findings based on the use of the traditional partisan strength scale may therefore need to be reconsidered. 相似文献

Abstract The national Councils for Security Cooperation in the Asia-Pacific (CSCAPs) are fine exemplars of Track II security diplomacy whose mission is to prepare studies on security matters for their governmental Track I counterparts in the ASEAN Regional Forum (ARF). The CSCAPs also provide a test of propositions drawn from the epistemic community literature in inter-national relations which posits that non-governmental experts can influence government decision-making. This study of CSCAP activities and their impact on the ARF provides some support for epistemic community propositions. However, other findings suggest that epistemic community theory requires modification to take account of the blurred line between Tracks I and II in CSCAP. Nevertheless, the CSCAPs have achieved some noteworthy successes, including a definition of preventive diplomacy adopted by the ARF. On balance, then, Track II epistemic communities are playing a significant role in Track I security deliberations in the Asia-Pacific. 相似文献

Attempts to address the transatlantic capabilities gap in military space is complicated by the rivalry between NATO and the European Union's ambition to undertake a greater role in European security, as well as being held hostage by the extent and nature of the EU's role in this crucial policy area. In July 2019, the UK Parliament voted by an overwhelming majority for fundamental reform of Northern Ireland's archaic abortion laws. Regulations implementing the reform came into effect on 25 March 2020. Drawing on extensive archival resources and a small number of interviews, we locate this extraordinary political moment in a broader historical context. We explore the factors that blocked the possibility of reform in either Westminster or Stormont for over five decades and consider what it was that had changed in 2019 to render it possible. While the measure passed in Westminster represents a radical rupture with the past, we suggest that it was anything other than sudden, rather representing the culmination of decades of sustained campaigning. We conclude by briefly discussing what this change is likely to mean for the future. 相似文献

Law school admission decisions are heavily influenced by a student's undergraduate grade point average (UGPA) and Law School Admission Test (LSAT) score. These measures, although predictive of first‐year law school grades, make no effort to predict professional competence and, for the most part, they do not. These measures also create adverse impact on applicants from underrepresented racial/ethnic groups. This article describes the rationale for and process by which we explored new tests to predict lawyer effectiveness rather than law school grades and reports results of a multiyear empirical study involving over 3,000 graduates from Berkeley Law School and Hastings College of the Law. Tests measuring personality constructs, interests, values, and judgment predicted lawyering competency but had little or no adverse impact on underrepresented minority applicants. Combined with the LSAT and UGPA, these broader tests could assess law applicants on the basis both of projected professional effectiveness and academic indicators. 相似文献

Section 13(5) of the Human Fertilisation and Embryology Act 1990 requires fertility clinics, before offering regulated treatment services, to take account of the welfare of any child who may be born as a result of the treatment and any other child affected by that birth. This paper presents the findings of an empirical study examining the impact on practice of the controversial reform of this section in 2008. While the broad values underpinning section 13(5) appear well embedded in clinic staff's engagement with ethical issues, there is little evidence that practice has been influenced by the 2008 amendments. A complex picture emerged regarding the implementation of section 13(5), particularly in its interaction with other factors, such as funding criteria and professional norms around counselling, implying a higher level of ongoing attention to likely parenting ability – particularly that of single women – than might be expected from a reading of the statute and guidance alone. 相似文献
