This article examines the main characteristics and evolution of European Union counterterrorism discourse, primarily through a comparison with United States counterterrorism discourse since September 11. It argues that while both actors share a great deal in common in the language they employ about terrorism, there are a number of subtle but highly significant differences. The article also argues that there have been a number of important evolutions in the discourse of EU officials over the past five years. The article concludes that the nature and construction of official EU terrorism discourse has a number of important analytical, normative and practical implications, not least because it rests upon a series of highly contested assumptions and narratives about the nature and causes of the terrorist threat. 相似文献
The questions that are asked of forensic scientists during the course of a criminal investigation, and during subsequent court proceedings, are of varied form. This paper attempts to place these questions into broad generic types and explores the difference in the inferential process that a scientist may employ when forming opinions that help answer these questions. From this model, a working definition of different roles and attributes for forensic scientists is described which may offer greater clarity for both practitioners and users of forensic science. 相似文献

Research Summary The U.S. Supreme Court in In re Gault granted delinquents the right to counsel in juvenile courts. Decades after Gault, efforts to provide adequate defense representation in juvenile courts have failed in most states. Moreover, juvenile justice administration varies with structural context and produces justice-by-geography. In 1995, Minnesota enacted juvenile law reforms, which include mandatory appointment of counsel. This pre- and post-reform legal impact study compares how juvenile courts processed youths before and after the statutory changes. We assess how legal changes affected the delivery of defense services and how implementation varied with urban, suburban, and rural context. Policy Implications We report inconsistent judicial compliance with the mandate to appoint counsel. Despite unambiguous legislative intent, rates of representation improved for only one category of offenders. However, we find a positive reduction in justice by geography, especially in rural courts. Given judicial resistance to procedural reforms, states must find additional strategies to provide counsel in juvenile courts. 相似文献

As was evident from the intense reaction to Donald Trump’s comments during the 2016 presidential campaign about nuclear proliferation, many analysts believe that the United States has consistently given the goal of nonproliferation a top priority since the beginning of the nuclear age. That conviction, in turn, plays a major role in policy debates among experts in this area. In this article, I show that nonproliferation does not necessarily take precedence over other important US geopolitical interests through a close examination of American policy toward the Israeli nuclear program during the 1960s. Although nonproliferation goals certainly came into play, US officials repeatedly gave priority to other key objectives and, to a real extent, even believed that Israel’s nuclearization could hold certain strategic advantages. This finding, of course, has important theoretical implications for the basic question of whether international politics still works essentially as it did in the pre-nuclear era, as well as for policy debates over nuclear proliferation. 相似文献
Having a sense of purpose is viewed as a benchmark of adaptive development. Though adolescence and emerging adulthood are viewed as central periods for the development of a purpose, work still is needed to understand the childhood factors that influence this developmental process. The current study provides an initial investigation into whether parent-child conflict during elementary school predicts later sense of purpose, assessed during emerging adulthood (mean age: 21.01 years; range: 19.97–23.53). The sample included 1074 students (50% female), and their parents, who both reported on their levels of parent-child conflict during grades 1–5. Higher levels of parent-child conflict were associated with lower levels of purpose in emerging adulthood. Moreover, the study examined whether these effects remained when predicting the variance unique to purpose while accounting for other indicators of well-being in emerging adulthood. Bi-factor models demonstrated that the child’s perception of mother-child conflict has a unique prospective effect on purpose in emerging adulthood, above and beyond its negative association with general well-being. The findings are discussed with respect to how positive parent-child relationships may prove important for starting youth on the path to purpose.
