Deducing drop size and impact velocity from circular bloodstains

An experimental study was done to determine the diameter and velocity of blood drops falling on a surface by measuring the size of bloodstains they produced and counting the number of radial spines projecting from them. Bloodstains were formed by releasing drops of pig blood with a range of diameters (3.0-4.3 mm) and impact velocities (2.4-4.9 m/s), onto four different flat surfaces (glass, steel, plastic, paper) with varying roughness (0.03-2.9 microm). High-speed photography was used to record drop impact dynamics. Bloodstain diameters and the number of spines formed around the rim of stains increased with impact velocity and drop diameter. Increasing surface roughness reduced stain diameter and promoted merging of spines, diminishing their number. Equations are presented that explicitly relate drop diameter and impact velocity to measurements of stain diameter and number of spines.     

Health insurance coverage of the unemployed: COBRA and the potential effects of Kassebaum-Kennedy.

We use the April 1993 Current Population Survey to examine the health insurance coverage decisions of the unemployed and to simulate the potential effects of the new Kassebaum-Kennedy legislation. After controlling for demographic characteristics, COBRA eligibility raises the probability of health insurance coverage by 0.095, while eligibility for spouse employer insurance increases the likelihood of coverage by 0.318, and eligibility for both increases the likelihood of coverage by 0.341. In our simulations, we find that had Kassebaum-Kennedy been in effect in April 1993, 9.0 percent of the unemployed would be eligible to take up coverage, and the coverage rate of the unemployed would have been increased by 0.85 percent to 1.5 percent from 41.6 percent. Our estimates of the effect of Kassebaum-Kennedy on health insurance coverage are much lower than those reported by the Government Accounting Office prior to the passage of the legislation.     

Cricket and the Commonwealth

This article traces the origins of cricket and examines its evolution in Commonwealth countries. The focus is on Test-playing nations, although the discussion also encompasses newer forms of the game, including especially Twenty20 matches which have, in recent years, acquired increasing popularity. The article also examines the phenomenon of premier leagues in cricket, notably the Indian Premier League, whose emergence during the past decade or so has changed the pace and the economics of what was once called ‘a gentleman’s game’. It will be seen that the common feature in all the countries mentioned is that the game was introduced by the English and nurtured by them for what some people regard as semi political reasons. However it was the English undoubtedly who introduced the game and more importantly introduced the great traditions of the game which we still nurture and respect, despite all the efforts sometimes made to alter them. Cricket has also sometimes, been the means by which countries like India, Pakistan and the West Indies especially, have striven to beat their erstwhile masters and show their dominance at least in the field of cricket.     

The Indonesian killings of 1965–1966: the case of Central Java

The mass killings of 1965–1966 in Indonesia marked a watershed in its history. The consensus estimate of lives lost is 500,000. In this paper, demographic and geographic methods are used to characterize the violence in Central Java, one of the worst-affected provinces. The findings provide a portrait of the violence and its dynamics. This portrait highlights the likely complicity of a diverse array of political opponents of the Indonesian Communist Party (PKI). The findings also provide evidence supporting Clifford Geertz's three-aliran (cultural “stream”) model of Javanese society, with the complex interplay of the three aliran and the Indonesian Army in the political realm producing the violent outcomes of 1965–1966. In this manner, this study builds on prior work by Hefner, Jay, Lyon, Mortimer, and Ricklefs on the cultural and social underpinnings of the violence. It also builds on more recent work on the neighboring province of East Java in which the role of two of the three alirans was found to be a significant factor, underlining the importance of the intersection of culture, geography, and politics in understanding this violent episode in Indonesian history.     

DDR and transitional justice: bridging the divide?

This article explores the complex relationship between disarmament, demobilisation and reintegration of ex-combatants (DDR) and transitional justice. While both DDR and transitional justice often operate simultaneously, neither process has traditionally been designed with the other in mind. In fact, they are often in tension or competition, pursuing competing demands and potentially drawing on the same scarce donor pools. While scholars and practitioners of transitional justice have become somewhat attuned to the presence of DDR processes in countries emerging from conflict, and the challenges and opportunities they present for transitional justice, we observe that by comparison, it is only fairly recently that DDR policies, if not programmes, have begun to take account of the demands and practice of transitional justice. We argue that while the activities of DDR and transitional justice may often be in tension, in some instances they might be designed to operate in a more complementary fashion. However, for this to even be conceivable, it is essential that scholars and practitioners of each seek to understand the work of the other better.
